AI Contract Overview
This solicitation, issued by the Naval Supply Fleet Logistics Center Norfolk under solicitation number N0018926RL016, seeks qualified contractors to provide instructor support services for the Navy’s Expeditionary Combat Skills (ECS) training at the Center for Security Forces (CENSECFOR) Detachment in Gulfport, Mississippi. The engagement requires managing and delivering weapons-based and medical support instruction covering core combat skills such as tactical communications, convoy operations, small arms handling, C-IED, mission planning, CBRNE procedures, and tactical decision-making scenarios. Contractors must administer remediation and testing, support Academic Review Boards, and provide logistical support including weapons range management and transportation of personnel and equipment. This opportunity is exclusively open to current SeaPort NXG MAC holders and is set aside specifically for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). All offerors must register with the Procurement Integrated Enterprise Environment (PIEE) to participate, and submissions must adhere strictly to volume separation between technical and price proposals. The contract is structured as a follow-on task order under an existing IDIQ, with a period of performance spanning a six-year potential duration, including mobilization, a base period, and up to four option years. The total estimated contract value from the prior task order for similar services approximates $20.4 million, providing a reference point for offerors’ pricing strategies. Rigorous technical evaluation places primacy on the technical approach, particularly performance, staffing, and mobilization plans, followed by past performance, and lastly, price; this aligns with a best-value trade-off award determination rather than lowest price alone. Contractors must comply with specific FAR and DFARS clauses, including new provisions addressing diversity, equity, and inclusion (FAR 52.222-90), and detailed subcontracting controls. Security requirements are stringent: all contractor personnel must be U.S. citizens with favorably adjudicated National Agency Check investigations (NACLC level or equivalent) and able to obtain and maintain CAC access. Quality assurance includes government inspection at the Virginia Beach acceptance site, leveraging a robust Quality Assurance Surveillance Plan to monitor contract compliance, while invoicing and payment processes utilize the Wide Area WorkFlow (WAWF) system. The solicitation sets clear proposal format and page limitations, with an emphasis on thorough technical content demonstration and precise pricing data submission in Excel format, submitted electronically through the PIEE portal by the extended deadline of 26 May 2026 at 2:00 PM.
