F&W, 2018 Munson Packman Boat Repower project
Solicitation # 2018 Munson Packman Boat Repower
The Confederated Tribes of the Colville Reservation Fish and Wildlife Department is seeking a factory-certified marine contractor to perform a complete propulsion repower and helm system integration for a 30 foot Munson Packman landing craft. The project involves a six-phase process including the decommissioning and removal of two existing Honda BF250A outboard engines, a structural assessment of the transom, and the installation of two new Honda BF250D Drive-by-Wire outboards. Key technical requirements include the installation of new-generation Honda iST electronic control heads at primary and secondary helm stations, integration with the existing NMEA 2000 backbone and SeaStar PA1315-2 Power Assist Steering system, and a comprehensive fuel system upgrade using USCG Type A1-15 lines. The project concludes with static diagnostics and a minimum two-hour sea trial to validate performance and safety protocols. The Tribe will deliver the vessel to the contractor's facility, which must provide a secure, fenced yard or indoor shop. Proposals are due by November 13, 2026, and must be submitted in PDF format. Evaluation is based on a 100-point scale with significant preference given to Colville Business Enterprises and other Indian-owned businesses. Award criteria prioritize reliability and effectiveness over the lowest cost. Selected contractors must provide proof of Honda Marine Authorized Dealer status, maintain appropriate liability insurance, and agree to either a 25 percent retainage or a performance bond, with a bond being mandatory for contracts exceeding 100,000 dollars. All payments are subject to the Tribes appropriation process and availability of funds.

The U.S. Army Corps of Engineers, Albany Field Office, New York District, is soliciting proposals under solicitation number W912DS26RA002 for sandblasting, inspection, repair, leak testing, and repainting of a 16-section Poseidon P2-5 sectional barge currently stationed at the Lock and Dam in Troy, New York. The contractor is required to pick up the barge sections from the Albany Field Office, perform all work at their own facility in compliance with the manufacturer's specifications and applicable industry standards—including SSPC SP5 surface preparation and SSPC QP 1 certified coating application—and then return the completed barge to the Albany Field Office by April 1, 2026. The scope includes removal of existing coatings, welding repairs not exceeding 20 linear feet or 8 square feet of plate replacement, and application of new paint with specified colors and non-skid additives on deck surfaces. Leak testing will be conducted per detailed procedures involving pressurization and soapy water inspection to ensure seam integrity. The overall period of performance is 90 calendar days from the Notice to Proceed. This procurement is a total small business set-aside under NAICS code 336611 and will be awarded using a Best Value Tradeoff process that evaluates offers based on past performance, organizational and technical approach, and price. Past performance focuses on relevance, recency, and risk assessment, while technical approach requires clear plans for project management, quality control, and self-performance of work, with a strong preference for performing at least 20% of the work directly. Price will also factor into the award decision but will be balanced against technical merit. The contract is expected to be firm fixed price, with payment to be processed via the Wide Area WorkFlow (WAWF) system. Contractors must include a valid SSPC QP 1 certification in their bids to demonstrate coating application competence. The solicitation incorporates various FAR and DFARS clauses covering small business programs, labor standards, cybersecurity safeguards, and prohibitions related to certain foreign-made telecommunications equipment and software. Evaluation will also consider the completeness of submitted documentation, including quality control plans, detailed repair and inspection procedures, and compliance with administrative requirements. The contractor assumes full responsibility for logistics, repair quality, and meeting specified environmental and safety regulations, with government inspection and acceptance conducted upon delivery of the finished barge sections to the specified government location in New York City.
