AI Contract Overview
The Department of Commerce's National Oceanic and Atmospheric Administration (NOAA) plans to procure specialized grooming and update services for the bow thruster controls and Human-Machine Interface (HMI) of the NOAA Ship Bell M. Shimada through a sole source acquisition. This procurement, under solicitation number 140802-26-0085 and posted on December 19, 2025, will be conducted using Simplified Acquisition Procedures in accordance with FAR 13.106-1(b)(1). The justification for sole sourcing centers on the proprietary nature of the equipment and software, which requires the original equipment manufacturer (OEM), Tees White Gill of Cleveland, United Kingdom, to perform the technical work. The scope involves restoring full guidance and tracking functionality of the thruster system, with all grooming and updating to be done at the OEM’s facility in the UK, but final acceptance occurring at the ship’s operational base in Oregon. No formal competitive solicitation package, pricing data, or definitive contract clauses are incorporated in the notice, reflecting its presolicitation and sole source intent. Market research indicates that the price offered by Tees White Gill is competitive, but no solicitation clauses such as standard FAR Part 52 provisions are included. The award will be based solely on the unique capabilities of the OEM, with no evaluation factors or ratings employed. Submissions from other firms must be received in writing within 10 days of the notice’s publication should they claim capability to perform the services, but the Government retains sole discretion to proceed without competition. Contract administration details such as payment instructions, accounting data, or invoicing methods are not specified, nor are any packaging, preservation, marking, or security clearance requirements cited. Overall, the contract reflects a narrowly tailored acquisition focused exclusively on the proprietary technical service to maintain the operational readiness of a key NOAA vessel’s propulsion control system.
