AI Contract Overview
This contract is a sole-source award issued under unusual urgency due to the unexpected non-renewal of the prior Interagency Agreement 7600A, which left insufficient time to conduct a competitive acquisition before the critical need-by date of May 23, 2026. To ensure uninterrupted support for high-priority secure facilities in Washington, D.C., the Defense Information Systems Agency awarded this task order to Markon, LLC under the GSA Multiple Award Schedule contract GS-21F-091BA, utilizing FAR 8.401(b) and GSAR 538.7104-3(b)(1)(i) justifications. The contract runs for one year from May 24, 2026, through May 23, 2027, and is funded by FY2026 Operation and Maintenance appropriations. It requires Secure Facility Advisors and Construction Security Technicians to maintain, inspect, and advise on repairs and upgrades to 24/7/365 operational secure facilities supporting critical IT, audiovisual, and communications systems. The contractor must resolve critical facility issues within 72 hours and ensure seamless continuity of operations, leveraging deep institutional knowledge gained over years of supporting these specific sites since 2021. No formal competitive evaluation factors apply to this award, but a future competitive follow-on procurement is planned for Fiscal Year 2027, which will use the Best Value Trade-Off method and include a mandatory six-month transition period to ensure knowledge transfer. Performance occurs at government facilities in Washington, D.C., with administrative oversight managed by DISA in Fort Meade, Maryland. The contract includes Firm-Fixed Price, Labor Hour, and Time & Materials line items, with no specific contract value disclosed. Special requirements center on the contractor’s unique familiarity with facility infrastructure, the need to supervise uncleared personnel during maintenance, and absolute commitment to uninterrupted facility operations. No packaging, marking, preservation, or UID requirements are specified. The contractor is not required to submit representations or certifications, and the government has not designated a Contracting Officer Representative or provided payment or invoicing details. Security clearances are implied but not formally stated.

Full Description
This is an exception to fair opportunity issued due to urgent and compelling circumstances that created a sole source environment for this effort. Due to the unexpected decision to not renew the current Interagency Agreement (7600A ), there was insufficient time to complete a competitive acquisition by the need-by date and would not allow for a sufficient necessary transition period for a new contractor. By awarding this effort on a sole source basis, the Government will have the necessary lead-time to pursue a competitive follow-on and allow for a sufficient/successful transition period in Fiscal Year 2027 when a new contract can be awarded.
The nature of this award is for the services of secure facility advisors and construction security technicians (CSTs) to advise the Government on facility matters, including routine maintenance and improvement projects, to support/manage critical information technology, audiovisual, and communications functions performed in secure facilities, which are required to be fully operational 24/7/365. The facility advisors routinely inspect the facilities and advise the Government on necessary repairs, improvements, and renovations.
