This contract involves a sole source award for secure facility advisors and construction security technicians to support the Defense Information Systems Agency under the Department of Defense. The award is an exception to the typical fair opportunity process due to urgent circumstances stemming from the unexpected decision not to renew the prior Interagency Agreement, leaving insufficient time for a competitive acquisition before the required service start date. This sole source award ensures continuity of critical services while allowing sufficient time for a competitive follow-on contract and a smooth transition in Fiscal Year 2027. The services provided under this contract focus on maintaining and managing secure facilities that operate around the clock, supporting essential information technology, audiovisual, and communications capabilities. The secure facility advisors are responsible for routine inspections, advising on necessary repairs, improvements, and renovations to ensure the facilities remain fully operational. The effort is specifically associated with the NAICS code 561210 and is performed primarily in Washington, D.C., with administrative oversight based in Fort Meade, Maryland. Key contacts for the contract include Carolyn Craig and Robin Schuster.

Full Description

This is an exception to fair opportunity issued due to urgent and compelling circumstances that created a sole source environment for this effort.  Due to the unexpected decision to not renew the current Interagency Agreement (7600A ), there was insufficient time to complete a competitive acquisition by the need-by date and would not allow for a sufficient necessary transition period for a new contractor. By awarding this effort on a sole source basis, the Government will have the necessary lead-time to pursue a competitive follow-on and allow for a sufficient/successful transition period in Fiscal Year 2027 when a new contract can be awarded.

The nature of this award is for the services of secure facility advisors and construction security technicians (CSTs) to advise the Government on facility matters, including routine maintenance and improvement projects, to support/manage critical information technology, audiovisual, and communications functions performed in secure facilities, which are required to be fully operational 24/7/365. The facility advisors routinely inspect the facilities and advise the Government on necessary repairs, improvements, and renovations.
