NOTICE OF INTENT TO SOLE SOURCE: The Centers for Disease Control and Prevention (CDC) intends to award a sole source contract to SAP PUBLIC SERVICES, INC., located at 1300 PENNSYLVANIA AVE STE 600, WASHINGTON, DC 20004-3012. The CDC has procured a world class Enterprise Resource Planning (ERP) system in support of the public sector vaccine management activities with a system called Vaccine Tracking System (VTrckS) in order to replace aging legacy systems. SAP is a commercial off-the-shelf (COTS) integrated application utilizing commercial industry best practices to create efficiencies and to bring more visibility and transparency to vaccine management. CDC maintains security policies across the CDC infrastructure requiring that only cleared and approved staff is granted access to CDC systems for the provision of COTS software maintenance and support services. In order to support such special security requirements in its customer base, SAP Government Support Services (GSS) was formed by SAP to provide a Secure Maintenance program that bridges gaps between SAP's standard support and public sector customers' specific security requirements. SAP GSS provides this support from a controlled facility where the secure connection terminates and will enable CDC to fully leverage SAP experience and expertise while maintaining a secure interface to the SAP global support and development environments. Additionally, SAP GSS staff and facilities are cleared at a secret level and above. Cleared US citizen support is unavailable through SAP's standard maintenance support, and therefore the CDC security requirements can only be met through SAP Secure Enterprise Support, and SAP GSS is the sole provider of these services. The contract will provide annual maintenance renewal, in support of VTrckS from SAP GSS. The acquisition will combine four current contracts for Enterprise Secure Support, SAP software subscriptions and licenses: 200-2012-42414, 200-2012-409955, M-41745 and 200-2012-40452. All of these current contracts are expiring on August 2012. SAP GSS is the sole provider of SAP Secure Enterprise Support renewals, and has not authorized any reseller or channel partner to sell the SAP Secure Enterprise Support renewals. This notice of intent is not a request for competitive proposals. A determination to compete this procurement based on a response to this notice is solely within the discretion of the Government. Potential offerors that can provide the above service shall give written notification to the Contracting Officer not later than April 30, 2012, 2:00 p.m. Responses may be sent via email to tdc0@cdc.gov or to the address shown above. No solicitation will be issued. No telephone inquiries will be accepted.
