The Canada Revenue Agency (CRA) has issued solicitation 1000395992C to procure secure shredding services for large volumes of sensitive paper material, replacing the prior solicitation 1000395992B. The contract is open exclusively to Canadian suppliers and is subject to the Canadian Free Trade Agreement, with specific international trade agreements explicitly excluded from application. The resulting contract will have a base term of two years, with five irrevocable one-year option periods available for extension. Bidders must submit proposals electronically via Canada Post’s Connect service by June 9, 2026, at 2:00 p.m. EST, and all documentation must be in English or French. An optional virtual bidders’ conference is scheduled for April 23, 2026, with attendance confirmation required by April 21, 2026, including details of the bidder’s representative and language preference. The CRA reserves the right to negotiate with suppliers and conduct inspections of contractor facilities, equipment, and operations at any time. Security is a critical component of this requirement, mandating that contractors and their personnel comply with the CRA’s Security Guide for Secure Destruction Services (Annex D), including obtaining Reliability Status security clearances for access to Protected B information, and ensuring contractor facilities maintain Document Safeguarding Capability at the Protected B level. Protected information may not be processed on contractor-owned systems or removed from designated sites. Subcontracting is tightly controlled and requires prior written approval, except for standard off-the-shelf items. Contractors must use uniquely marked, non-identifying containers with tracking identifiers, provide Certificates of Destruction with complete details, and ensure environmentally responsible disposal of chaff. The evaluation framework prioritizes technical merit at 20% and price at 80%, with award determined through a highest combined rating methodology rather than lowest price technically acceptable. Technical evaluation weights favor off-site shredding services (155 points), container optimization (60 points), sustainability (40 points), performance measures (40 points), and container design (30 points). Invoicing must be submitted exclusively through Synergy 2.0 (SAP Ariba) or by email in specified formats, with payments made via direct deposit upon receipt of valid financial data, including Business Number and GST number. All deliverables are performed at specified CRA locations across Canada, and the vendor must comply with the Federal Contractors Program for employment equity. The contract
