The Calexico Station requires proxy card access into and out of facilities for access control and safety. The intent of this SOW is the planning and installation of a new Gallagher Security System and its associated infrastructure.


The designed and installed security system shall be U. S. Customs and Border Protection (CBP) Homeland Security Presidential Directive 12 (HSPD 12) and Federal Information Processing Standards (FIPS 201) compliant and shall include no less than electronic access control. An HSPD-12 and FIPS 201 compliant security system (which aligns with FICAM standards) requires the integration of cryptographic smart cards (PIV cards), secure database management, and tamper-resistant hardware to strictly manage both physical access to facilities and logical access to IT networks.
