Security Guard Services for Residence Halls

Elizabeth City State University is soliciting proposals under solicitation number 57-628 for a vendor to provide 24-hour security guard services for its residence halls, including Bias Hall, New Residence Hall, University Towers, Viking Village, and Viking Tower. The selected vendor will be responsible for the safety of 1,056 students by securing buildings and gated entrances, conducting regular patrols, investigating disturbances, and collaborating with University Police and residence hall staff to enforce university policies. The contract is for an initial base period of three years, with the possibility of two additional one-year extensions, for a maximum total duration of five years. Proposals will be evaluated based on the vendor's technical approach, qualifications, and experience. Requirements for the vendor include providing daily management reports to a designated contract lead and ensuring all personnel undergo criminal background checks covering the previous seven years. Vendors must also certify their financial stability, comply with North Carolina E-Verify requirements for employers with more than 25 employees, and register with the North Carolina Secretary of State within 10 business days of an award. Invoicing is handled via single invoices, with payment contingent upon inspection and acceptance by the Contract Manager. All responses must be submitted electronically through the electronic Vendor Portal by November 2, 2026.
