The Department of Financial Services, through its Division of Criminal Investigations and Division of State Fire Marshal, intends to enter into a single-source agreement with Securitas Technology Corporation for ongoing security monitoring, periodic maintenance, and software updates for installed security systems at designated locations across Florida, excluding the Florida State Fire College. The scope of work includes continuous surveillance via camera systems, card reader access control with detailed logs of personnel entry, and the specialized recording of vehicle license plates entering the Florida State Fire College campus in Ocala, even though monitoring services are not provided there. The contract also mandates that all software programming, updates, maintenance, and modifications be performed exclusively by Securitas Technology Corporation due to the proprietary nature of their equipment, which no other vendor is authorized or capable of servicing. The performance period is twelve months, covering locations including the DCI Bureau of Insurance Fraud offices in Lake Wales, Fort Myers, and Tampa, as well as the SFM office in Tampa. The total estimated value of the contract is $56,292, classified under NAICS code 92121700 for security systems services. This procurement is not a competitive bid but a Notice of Intent to Single Source, posted in accordance with Florida Statutes 120.57(3) and 287.057(3), allowing prospective vendors until July 13, 2026, at 8:15 a.m. ET to submit information demonstrating their capability to perform the services, which the Department will review before finalizing its decision. If no other qualified sources are identified, the Department will proceed with Securitas Technology Corporation and post its intended award decision on the Vendor Bid System. All inquiries must be directed to Becky Hale at the Department’s Tallahassee office via phone or email.

Smart IT Tools Holder Pro Software
Solicitation # 2627-03 SS OIT
The Florida Department of Financial Services, Office of Information Technology, intends to enter into a single source agreement with Smart IT Tools, LLC for the acquisition of the Holder Pro Software source code and a one-year subscription to the AI-powered National Association of Unclaimed Property Administrators (NAUPA) Eyeball Report Generator. This procurement, identified by solicitation number 2627-03 SS OIT, is valued at an estimated 239,996 dollars. The purchase is justified as a single source because the software is proprietary intellectual property of Smart IT Tools, LLC, and it is the only proven solution capable of seamless integration with the existing Unclaimed Property Management Information System (UPMIS). The agreement provides the Department with joint ownership of the configured codebase and includes an option to renew the annual subscription for up to three additional years. Technical specifications for the software include a React 18 and TypeScript frontend and a .NET 10 REST API backend, with a requirement for the AI tool to undergo model retraining as NAUPA standards evolve. Prospective vendors were given until September 22, 2026, to provide relevant information to the Department. The procurement process is managed by Becky Hale in the Office of Purchasing and Contractual Services, with oversight from the Chief Information Officer and the Deputy Chief Financial Officer.
