Seeking consultants for home visiting pilot

The Metropolitan Area Planning Council (MAPC) is soliciting proposals for a professional services contract to assist the North Suffolk Public Health Collaborative (NSPHC) in establishing the North Suffolk Early Childhood Hub (NSECH). Serving the cities of Chelsea and Revere and the town of Winthrop, Massachusetts, the project focuses on piloting the Welcome Home Visiting Program, conducting a landscape analysis of early childhood support groups to identify service gaps, and managing regional convening and cross-municipal coordination. The contract is funded via a philanthropic grant with a total value not to exceed 75,000 dollars. The performance period is expected to run from mid-September 2026 through June 30, 2027, with a possible extension through June 30, 2028, subject to funding. Qualified consultants must demonstrate documented experience within the last five years in designing or evaluating early childhood systems and maternal and child health initiatives, specifically within Massachusetts public health systems. Proposals will be evaluated based on qualifications, technical approach, cost-effectiveness, and client satisfaction. To avoid automatic disqualification, applicants must submit a Certificate of Non-Collusion and a Certificate of Tax Compliance. Technical proposals are limited to ten pages and must be submitted as a separate file from the price proposal by October 21, 2026. The selected provider will work under the direct supervision of MAPC and must adhere to Massachusetts Public Records Law.
