The Air Force Research Laboratory (AFRL) plans to award a sole source contract to Out of the Fog Research, LLC (OFR) for the development and prototyping of semiconductor-tuned high-temperature superconductor (HTS) filters designed for ultrasensitive radio frequency (RF) receivers under the SURF program. The goal is to create a very-low-noise, ultra-fast tunable filter subsystem utilizing decoupled cryogenic varactors and/or switches. These filters aim to provide unprecedented tuning speeds below one millisecond with low loss, addressing a current gap in technology for advanced signals intelligence and communication receivers, as well as active electronically steerable arrays. OFR has a proven track record with novel RF circuit designs coupled with cryogenic technology, supported through previous programs such as DARPA's TASS and Navy's SPAWAR TST, and maintains capabilities critical to military applications involving HTS thin film technology. Interested vendors capable of meeting the requirements are invited to submit their qualifications and capability statements within 15 days of the announcement, directed to Contracting Officer Dawn M Ross. Although this is an announcement of intent for a sole source award under FAR 6.302, the government is open to considering unsolicited proposals received within 45 days if the contract is not awarded through an existing agreement. However, the government retains discretion over whether to maintain the sole source procurement approach based on responses received. The contract opportunity supports critical military technology efforts and is managed through Wright Patterson AFB, Ohio, with outreach handled via email and phone contact information provided.

NOTICE OF CONTRACT ACTION FOR NOTICE OF INTENT TO AWARD SOLE SOURCE PROCUREMENT FOR Semiconductor-Tuned High Temperature Superconductor Filters for Ultrasensitive RF Receivers (SURF) Program. This is an announcement that the Air Force Research Laboratory (AFRL) intends to award a Sole Source contract to Out of the Fog Research, LLC (OFR) to develop the required technology and build a prototype very-low-noise, ultra-fast tunable filter subsystem. OFR will fabricate a filter based on the use of decoupled cryogenic varactors and/or switches. The key element is the development of tunable filters that can be put in front of signals intelligence (SIGINT) or communication receivers, and even in the active elements of active electronically steerable arrays, with tuning speeds well below one millisecond. There is currently NO technology that is capable of the ultra-fast, yet low-loss notch or bandpass filter capability that is necessary to solve this operational problem. OFR LLC has prototyped novel RF circuit design in conjucntion with cryogenic technology to solve this multi-agency and military need. These technologies have been under development through DARPA's TASS program, the Navy's SPAWAR TST program, and SBIRs for the purpose maintaining a Continental United States (CONUS) High Temperature Superconductor (HTS) thin film capability (military critical technology) specifically to support government projects. Vendors who are capable of providing the services stated above shall fully identify their interest and submit, in writing, information documenting their qualifications and capabilities to meet the requirements stated above within 15 days after publication of this synopsis. Responses must be submitted to Dawn M Ross, Contracting Officer, via email at dawn.ross@wpafb.af.mil. Responses received after 15 days or without the required information will be considered non-responsive to the synopsis, and will not be considered. Other business opportunities for the Air Force Research Laboratory are available at www.fedbizopps.gov. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Direct questions to the Contracting point of contact identified in the announcement.

AFRL Enterprise CSO: Centralized Open Spiral
Solicitation # FA865226SC005
Solicitation FA865226SC005 is a Centralized, Open Two-Step Spiral issued by the Air Force Research Laboratory under the Defense Commercial Solutions Opening (CSO) framework in accordance with R-DFARS 212.70. The government is seeking Commercial Solutions Brief (CSB) submissions for innovative solutions ranging from advanced component development to operational systems development, specifically limited to Foundational Technologies (AFRL/RE). This procurement follows a two-step process where only CSB submissions are currently requested; offerors must be categorized as Selectable during the Step One evaluation to be invited to Step Two, which involves the submission of a Commercial Solutions Proposal (CSP). The deadline for Step One CSB submissions is 5:00 PM Eastern on April 30, 2027. Submissions must align with the Areas of Interest identified in Attachment 1 of the AFRL Enterprise CSO and follow the formatting instructions in Section 7 and Attachment 2 of the main announcement. While there is no limit on the number of CSBs a single offeror may submit, each must present a unique approach. Submissions should be emailed to afrl.cso.mailbox@us.af.mil, though those containing Controlled Unclassified Information must be transmitted via the DoD SAFE system. This spiral was noted as cancelled effective June 4, 2026, with future spirals transitioning to a decentralized model issued by respective Mission Organizations.
