Senior Non-Emergency Medical Transportation Services

The County of Orange, through OC Community Resources, is soliciting proposals for Senior Non-Emergency Medical Transportation (SNEMT) services to support eligible older adults aged 60 and older residing in Orange County. The project is funded by Tobacco Settlement Revenue and Measure M2 funds, with a three-year initial term of performance beginning July 1, 2027. The selected contractor must provide ADA-compliant, wheelchair-accessible transportation and implement comprehensive operational management, including reservation, dispatch, and fleet systems. Services are divided into three geographic regions: North County, South County, and Central/West County, with separate proposals required for each area. Proposals must be submitted electronically via the County's eProcurement Portal by October 23, 2026, at 2:00 pm. Evaluation is based on a three-phase scoring process consisting of a written response, potential interviews, and a cost proposal focused on the reasonableness of proposed base and mileage rates. Qualified applicants must demonstrate a proven track record of similar services and maintain active registrations with the California Department of Justice and a valid Unique Entity Identifier. Preference is given to certified Orange County Local Small Businesses and Disabled Veteran Business Enterprises. Compensation is structured as a usage contract based on reimbursement for completed one-way trips, with payments issued within 30 days of invoice receipt.
