The Norfolk City Jail is under the responsibility of the Sheriff of Norfolk, a constitutional, elected officer. All employees of the NSO work for the Sheriff. The designated representative for the Sheriff on all food service-related operations is the NSO Officer in Charge of Services ("NSO OIC"). The Norfolk City Jail currently houses an average daily population of nine hundred (900). The inmate population consists of both male and female adults. Following the Virginia Department of Corrections guidelines, each offender is provided at least three (3) meals daily with no more than fourteen (14) hours between evening meal and breakfast, and a minimum of two (2) hot meals within every twenty-four (24) hours (Virginia Administrative Code; 6VAC15-40-590). Also, per Virginia Administrative Code 6VAC15-40-740, requirements for linens and towels, clean linens and towels are to be supplied once a week and clean change of clothing is to be provided twice per week. The Norfolk City Jail consists of an eight-story building built in 1962 (Tower I), a small, attached satellite building built in 1989, and an eight-story jail addition (Tower II) completed in 1997. The Norfolk City Jail is located in the Public Safety Building. Food service operations are provided from a kitchen located on the fourth floor of Tower I. The kitchen includes food preparation, service, and storage areas. The kitchen was renovated in early 2019. The kitchen operates twenty-four hours per day. Services are currently furnished in three shifts: Breakfast: 0100 hours to 0930 hours Lunch: 0930 hours to 1800 hours Dinner: 1300 hours to 2100 hours
