AI Contract Overview
The National Institute of Standards and Technology’s Physical Measurements Lab is seeking to award a sole-source service contract for technical support and maintenance of an existing Tescan scanning electron microscope used for nanoscale three-dimensional imaging of integrated circuits, critical to semiconductor metrology. Market research conducted between December 2025 and May 2026 confirmed that Tescan USA is the only vendor capable of providing the proprietary software, factory-trained engineers, and guaranteed accessories or replacement parts necessary to operate and maintain this specific instrument. As a result, this acquisition is being conducted under RFO 12.102 without a formal solicitation or request for quotations, relying on the unique and irreplaceable capabilities of Tescan USA. Despite this intent to sole source, any potential provider may submit information by the deadline to demonstrate its ability to meet or exceed NIST’s requirements, including proof of authorization as a reseller and evidence of technical capability. The contract will be performed in Boulder, Colorado, with primary technical oversight coordinated through NIST’s office in Gaithersburg, Maryland. Interested parties must provide their Unique Entity Identifier from SAM.gov, detailed information on their capacity to fulfill the technical needs, evidence of formal authorization from Tescan if applicable, and any additional data that could support a competitive outcome.
