The Federal Bureau of Investigation (FBI) intends to negotiate on a sole source basis with Waters Corporation, 34 Maple Street, Milford, MA 01757 to purchase a service plan, which includes parts and labor, in support of 4 mass spectrometers and 11 liquid chromatographs with a supporting network. Waters Corporation shall provide services performed by factory trained personnel, service personnel must be eligible for escorted access approval via FBI Security procedures, telephone support for hardware and software issues, provision for manufacturer recommended parts, multiple service days, approximately five to ten, that can used for service of any of the Waters Corporation instruments, and option for yearly extension of the contract ad the end of the service period, to include a rollover of any unused funds for parts and/or labor. Based on extensive market research conducted with knowledgeable individuals in Government and the related industry, only Waters Corporation can provide the requested service plan. This Notice of Intent is not a request for competitive quotations, however interested parties may identify their interests and capability to respond to this requirement or submit quotes to this office by 1:00 PM, EST, Monday, August 2, 2009, via facsimile to the attention of Ms. Rhonda P.
