Service Plan for Thermo Fisher Gas Chromatography Mass Spectrometer IFB

The Texas Alcoholic Beverage Commission (TABC) is seeking a qualified vendor to provide a comprehensive three-year service plan for its Thermo Fisher Scientific Trace 1310 Gas Chromatograph and ISQ LT Mass Spectrometer. The service plan must include preventive and corrective maintenance, software and firmware updates, training on Chromeleon™ CDS software, access to Unity Lab Services’ Online Knowledge Base, and replacement of manufacturer-approved parts covered by warranty—all performed by Thermo Fisher-certified technicians. The contract requires a response within 3 days for priority technical support and onsite intervention if issues persist after one week of remote assistance. Proposals must detail a clear service plan, training structure, computer compatibility specifications, cost structure, certification credentials, and evidence of access to authorized parts, with non-cost factors weighted heavily at 80% of the evaluation, including service plan, training, and computer specifications each at 25%, vendor certification and parts availability at 10%, and cost at 20%. The contract is structured as an indefinite-quantity agreement with work orders issued as needed, with a maximum total compensation cap of $60,000 over the contract term. Respondents must submit their proposals electronically in three separate files: a narrative proposal with company and staffing information, a certified cost proposal per Section 7.1, and executed exhibits including the Respondent Affirmations and Solicitation Acceptance and TABC Uniform Terms and Conditions.
