PROCÉDURE OUVERTE Gestion de l’écocentre de la MRC de Drummond, collecte, transport et traitement et/ou élimination de certaines matières résiduelles, déposées à l’écocentre. OBJET DE LA PROCÉDURE OUVERTE (CI-APRÈS « PO ») La MRC de Drummond (ci-après la « MRC ») désire recevoir des soumissions pour l'exécution des services décrits sommairement ci-après : - Lot 1 : la gestion de l’écocentre de la MRC situé à Drummondville, incluant trois (3) options obligatoires; - Lot 2 : la collecte, le transport et la valorisation et/ou l’élimination de certaines matières résiduelles déposées par les citoyens de la MRC, - Lot 3 : le transport et le recyclage des matelas et sommiers. Chaque lot fait l’objet d’un contrat indépendant. Chaque soumissionnaire peut répondre indépendamment à un (1), à deux (2) lots ou aux trois (3) lots. Le dépôt d’une soumission à un (1) lot n’oblige aucunement le dépôt d’une soumission pour l’un ou l’autre des lots. DURÉE DES CONTRATS La durée des contrats est de trois (3) ans avec deux (2) options de renouvellement d’un (1) an des contrats aux mêmes termes. Au plus tard douze (12) mois avant la fin prévue des contrats, la MRC peut transmettre à l’un ou l’autre des adjudicataires un avis de prolongation d’un (1) an. Chacune de ces options de prolongation des contrats n’est assujettie qu’à l’avis de la MRC. Les adjudicataires ne peuvent pas refuser la prolongation de leur contrat, effectuée de façon unilatérale, telle que prévu dans les documents de la PO. SOUMISSIONS Les documents relatifs à la présente PO sont disponibles sur le site « Service électronique d’appel d’offres » (SEAO) (adresse électronique : www.seao.ca), à compter du 19 mai 2026, selon les tarifs applicables. Pour être valide, les soumissions doivent parvenir à la MRC, située au 436, rue Lindsay à Drummondville, (QC), J2B 1G6, le 25 juin 2026 à 10h30, (heure locale), dans une enveloppe scellée portant la mention : « Procédure ouverte n°MRC26-GMR-02 – préciser le numéro lot afférent à la soumission » « Services de gestion de l’écocentre, collecte, transport et valorisation et/ou traitement de certaines matières résiduelles, de l’écocentre de la MRC de Drummond. » La MRC a retenu la procédure d’attribution des contrats suivant un système d’évaluation globale des critères sans discussions et négociations prévu aux articles 54 à 56 de la Loi sur les contrats des organismes municipaux, RLRQ, c. C-65.01, comme mode d’attribution. La MRC ne s’engage à accepter aucune des soumissions reçues et n’assume aucune obligation de quelque nature que ce soit envers les soumissionnaires.
