THIS REQUIREMENT HAS BEEN REISSUED - The National Geospatial-Intelligence Agency (NGA) has a requirement for 2 Full Time Equivalent/Subject Matter Expert (SME) to cover the repair, maintenance, installation, and tracking of services for light tables and optics support. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-66. The North American Industry Classification system (NAIC) code for this acquisition is 811219. This requirement is being set aside for small business and competed solely through the government point of entry (www.fbo.gov). The specific requirement and associated contract clauses are included with this synopsis/solicitation and are viewable via the attached documentation. All vendors interested in submitting a proposal for consideration should do so, prior to the solicitation closing date, via E-MAIL only to the point of contact(s) listed in this solicitation. Proposal not submitted via E-MAIL will NOT be considered for award. All quote submissions should be in accordance with the stipulations set forth below: 1. This solicitation is a Request for Proposals and is a total small business set aside. Proposals from Other than small business (OSB) shall not be considered. 2. All vendors must propose the NAIC code 811219 with a size standard of $19M as specified in the solicitation. Those vendors who submit a quote not in accordance with the NAIC code will be eliminated from the competition. 3. NGA intends to issue a firm fixed price contract for this effort. The expected period of performance is a base period of twelve (12) months with two (2) one year option periods. The requirements are detailed in the Statement of Work. The Offer shall provide a statement of its capabilities. THE OFFEROR MUST ALSO STATE IN THE PROPOSAL THAT IT CAN SUCCESSFULLY COMPLETE EACH OF THE REQUIREMENTS AS STATED IN THE STATEMENT OF WORK INCLUDED IN THE SOLICITATION TO BE CONSIDERED ACCEPTABLE. 4. Award will be made on an all-or-none basis with only one award made. Award will be issued to the responsible offeror whose offer conforms to the solicitation that presents the Lowest Price Technical Acceptable to the Government. The government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the government to exercise the options. 5. Submissions should not contain attachments greater than 3MB in size for each submission. Such submission may be excluded. 6. All questions shall be submitted by E-MAIL ONLY, directed to Contract Specialist Ms. Brenda R. Scott at Brenda.R.Scott@nga.mil, and Angelo F. Pappalardo at Angelo.F.Pappalardo@nga.mil. The submission deadline for questions is July 12, 2013 by 12:00 hours local time. All questions (and their answers) will be posted on the FBO website to provide equal access to information for all potential offerors. 7. Vendors must be approved and registered on the System for Award Management (www.sam.gov) before award can be made. 8. This RFP does not commit the government to pay for any costs incurred in the submission of quotes or to contract for the supply or services requested herein.

NGA - Boosting Innovative GEOINT - Science & Technology Broad Agency Announcement (BIG-ST BAA): Topic # 07 – Lidar Analysis for Surface & Environmental Reconnaissance (LASER)
Solicitation # HM047627XXXX
The Boosting Innovative GEOINT-Science and Technology (BIG-ST) Broad Agency Announcement (BAA), solicitation HM047623BAA0001, is a general solicitation by the National Geospatial-Intelligence Agency (NGA) to address hard GEOINT problems across three technical domains: Foundational GEOINT, Advanced Phenomenologies, and Analytic Technologies. The BAA operates through separate Topic Calls, with the current active focus being Topic 07, Lidar Analysis for Surface and Environmental Reconnaissance (LASER). This specific effort seeks to develop AI/ML workflows and test methodologies for the autonomous 3D detection and classification of man-made surface and subsurface objects using space lidar data from ICESat-2 and GEDI. The project aims to advance technology from TRL 4 to TRL 5 or 6, with a Phase 2 budget of 854,000 USD over a 15-month period of performance. The government intends to award this effort via a procurement contract or Other Transaction Agreement, evaluating proposals based on a multi-step process including a conformance review and a scientific/technical review to determine the most advantageous offer. Key deliverables for Topic 07 include technical prototypes, a comprehensive software package with source code, and a final algorithm demonstration. Due to the nature of the work, strict security requirements are in place, ranging from unclassified CUI handling to Top Secret/SCI clearances and polygraph testing depending on the specific task. Contractors must also comply with rigorous research and technology protection plans, including the CHIPS and Science Act of 2022 and NSPM-33, to mitigate foreign influence and protect critical technology elements.
