Innovative Technology Solutions and Services for Child Welfare to Advance a Home for Every Child for the Department of Health and Human Services (HHS), Administration for Children & Families (ACF)
Solicitation # ACF-26-IS-01
The Administration for Children and Families under the Department of Health and Human Services is soliciting input through a sources-sought notice to identify innovative, modular, and interoperable technology solutions that support modernization of child welfare systems for Title IV-E agencies at the state, territorial, and tribal levels. The goal is to gather comprehensive information on the current vendor landscape, including capabilities, implementation approaches, and emerging innovations that can help jurisdictions plan, deploy, and sustain technology systems aimed at improving outcomes for children and families. This initiative is part of a broader effort to advance a home for every child by enhancing the efficiency, effectiveness, and scalability of child welfare technology infrastructure without prescribing specific products or services. The solicitation, numbered ACF-26-IS-01, was posted on August 5, 2026, with responses due by August 26, 2026, and is managed by the Omas Strategic Buying Center. Responses and inquiries must be submitted exclusively through designated online forms. While the resulting catalog will not function as a procurement tool or list of pre-approved vendors, it will serve as a transparent resource to help jurisdictions understand the full spectrum of available solutions, identify gaps in current technology offerings, and assess where vendors can best support their modernization goals. All activities are centered in Washington, D.C., with the point of contact for questions listed as Jan Welsh of the Department of Health and Human Services.
