Amendment 0003
This amendment 0003 is to attach the Question & Answer (Q&A) document and an updated Statement of Work (SOW). The SOW adds two additional tasks. CLIN 0003 will be to replace the pedestrian access gate and the post it attaches to when the gate is closed per the SOW. CLIN 0004 will be to paint the entrance fence per the SOW. Additional images are attached for these additional tasks. Please provide pricing for all four CLINs as well as the total for all of the work. Please see the updated Q&A document and SOW for further details.

This amendment is to make two corrections.
1. The Description posted on SAM.gov and the Combined Synopsis in Section 2 incorrectly states in (iv) that work must begin within ninety (90) days after receipt of Notice to Proceed. It should have stated that work must begin within ten (10) days after award.
2. The phone number provided for Wilfredo Munoz is incorrect in (viii) of the Description in SAM.gov and in the Combined Synopsis in Section 2. The best phone number to use to reach Wilfredo to schedule the site visit is 787-253-4586.

CONSTRUCTION COMBINED SYNOPSIS/SOLICITATION
Non-personal services to replace manhole covers/frames (new frames must match the existing manhole sizes) and to replace the main entrance security gate at the National Weather Service (NWS) Weather Forecast Office (WFO) in San Juan, PR per the attached Statement of Work.
(i) This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with part 12. This announcement constitutes the only solicitation. Quotes are being requested and a separate written solicitation will not be issued.
Solicitation number 1305M326Q0184 is issued as a request for quotation (RFQ), for the replacement of three manhole covers/frames and main entrance security gate at the NWS in San Juan, PR.
This acquisition is set-aside for small business concerns. The associated NAICS code is 238990. The small business size standard is $19.0M.
This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.

A site visit is highly recommended but not required. Quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.
