Sewer and Water Repairs Standing Offer

The City of Brantford is seeking to establish a three-year Standing Offer list, effective from January 1, 2027, to December 31, 2029, to retain qualified contractors for sewer and water repair services on an as-needed basis. This Request for Supplier Qualifications covers four distinct service categories: Water Distribution and Sewer Collection Systems Work, Hydro-Vac Excavation, Licensed Plumbing and Drain Repair for Main Sewer Flushing and Inspection, and Licensed Plumbing and Drain Repair for Residential and Small Water Repairs. To be eligible, contractors must maintain an office or equipment storage yard within a sixty-kilometer radius of Brantford City Hall. The City will select specific contractors for assignments based on availability, equipment suitability, necessary licenses, and hourly rates. The evaluation process follows a three-stage approach consisting of a review of mandatory submission requirements, a technical evaluation of mandatory requirements and rated criteria, and a final pricing review. Contractors must adhere to strict safety and certification standards, including O.H.S.A. compliance, PACP certification for CCTV inspections, and MECP certification for septic waste hauling. Additionally, respondents must provide a Certificate of Insurance naming the City as additionally insured and a valid WSIB clearance certificate. Submissions must be made electronically through the City's bidding system by the deadline of September 23, 2026, at 3:00 PM local time. All work is expected to be available during regular business hours, after hours, weekends, and statutory holidays as required by the City.
