AI Contract Overview
Northrop Grumman Systems Corporation, Mission Systems Sector, has been awarded a firm-fixed price modification to contract N00024-20-C-5519 for the production of Surface Electronic Warfare Improvement Program (SEWIP) Block 3 Hemisphere and Quadrant Configuration subsystems. This effort supports the continuous upgrade of the AN/SLQ-32(V) Electronic Warfare system aboard U.S. Navy surface ships to enhance electronic attack and threat warning capabilities. The base award is valued at $334,419,034, with potential cumulative value reaching $783,025,378 if all options for additional units and ancillary equipment are exercised. The project is expected to be completed by December 2029, with a possible extension to April 2030. The contract was awarded on a sole-source basis under 10 U.S.C. 3204(a)(1) because Northrop Grumman is the sole developer and integrator possessing the necessary Technical Data Package and specialized production infrastructure. This prevents unacceptable delays in Navy fielding plans that would occur if another source were used. Work is distributed across multiple locations, primarily in Baltimore, Maryland, with additional performance sites in Florida, California, New Hampshire, Massachusetts, New York, Arizona, Colorado, North Carolina, and Ohio. While the government holds unlimited rights to the technical data to enable future competition via a Family of Systems IDIQ Multiple Award Contract, current production is restricted to the incumbent.
