Sheet Pile Installation

The St. Johns River Water Management District is soliciting bids for the installation of approximately 200 linear feet of sheet pile to construct a wall along the south side of the Lake Washington weir, with work to be completed no later than December 31, 2026. The solicitation, numbered 42444IFB26 and posted on July 21, 2026, requires submissions by August 6, 2026, and follows a Lowest Price Technically Acceptable (LPTA) evaluation process, where responsiveness and responsibility are pass/fail criteria and the lowest qualified bid wins. Contractors must demonstrate proven skill, ability, integrity, and reliability, with mandatory documentation including a Certificate of Authority to do business in Florida, an Affidavit of Non-Collusion, E-Verify registration for all employees, and a bid bond equal to five percent of the base bid. All work must comply with FDOT Specification 455, OSHA 29 CFR §1926.650, Florida Statutes §553.62 and §20.055, and WCAG 2.1 Level AA for digital deliverables. The District will supply steel sheet piles and caps; contractors are responsible for all labor, equipment, mobilization, demobilization, gap sealing, survey submissions, and material testing. A dedicated Safety Officer must be present onsite at all times during active work, and contractors must adhere to strict insurance requirements including $1 million commercial general liability, $500,000 automobile liability, and workers’ compensation as mandated by state law, with contractual liability and completed operations coverage. Special requirements include compliance with Florida’s Human Trafficking Attestation, Common Carrier Attestation for transportation services, and authorization to store equipment on District property. Invoicing must be submitted monthly via email to acctpay@sjrwmd.com or by mail, with payments processed via ACH after vendor registration in PaymentWorks. The District Project Manager, Rayford McCain, serves as the primary administrative contact, and all changes to the scope must follow procedures outlined in the District Supplemental Instructions. Failure to submit any required attestation, form, or certification will render a bid non-responsive, and no socioeconomic set-asides, size certifications, or federal procurement identifiers such as UEI or CAGE codes are required under Florida state law.
