Shenango River Lake Water Tank Rehabilitation - The U.S. Army Corps of Engineers, Pittsburgh District, has a project that involves the rehabilitation of the elevated water tank at Shenango Lake, Mercer County, Pennsylvania. The work generally includes the removal and replacement of interior piping and related appurtenances, removal and replacement of interior 6-inch concrete slab and removable grating, removal and replacement of electric panels, and removal and replacement of interior lower ladder. The major features of this requirement are:?The removal, disposal, and in-kind replacement of all interior pedestal and tank piping and valves including the risers, overflow, and drain lines along with all heat tracing, insulation, supports, and associated appurtenances. ?The removal, disposal, and replacement of the interior 6-in concrete slab to allow for their placement of any embedded piping. This includes all fill, steel reinforcement, expansion materials, and appurtenances associated with any penetrations though the concrete slab. ?The removal, disposal, and in-kind replacement of the removable grating and its associated angles. ?The removal, disposal, and replacement of the interior electrical panels including Lighting Panel, Safety Switch, Cathodic Protection Panel, and Pump Control Panel. New electrical panels shall functionally duplicate the existing panels. ?The removal and disposal of the existing access ladder from the ground level through the insulated ceiling to the first work platform and the replacement with an OSHA approved ladder and safety climbing devices, consisting of flexible cable type system with full body harness. Removal and proper disposal of electrical equipment will be required. Ferrous and all other construction waste material will be disposed of at commercially permitted facilities licensed to accept waste or recyclable materials as applicable. Construction work will occur in close proximity to flood mitigation and recreation areas. The existing facilities are currently operated and staffed by Government personnel 24 hours a day 365 days of the year. After coordination and approval by the Contracting Officer and Government Staff, the Contractor shall empty the tank for the fall 2026/winter 2027 or fall of 2027/2028 off season. The Government will refill the tank on or around May 15, 2027, for the Summer 2027 recreation season and around May 15, 2028, for the Summer 2028 Recreation. All work shall be substantially completed in order to open the recreational area to the public no later May 15. Substantially complete shall include installation, testing, disinfecting, and acceptance by the Government of all equipment and piping which is in contact with water to allow operation of the water system. The NAICS Code is 237110 Water and Sewer Line and Related Structures Construction. The Small Business Size Standard is $45,000,000.00. This procurement is a 100% Small Business Set-Aside. Any resultant award will be for one (1) Firm Fixed-Price (FFP) Contract. All responsible Bidders are encouraged to submit a Bid. The Invitation for Bids (IFB) will be issued on, or about, 19 May 2026 via the Procurement Integrated Enterprise Environment (PIEE), which posts the opportunity to SAM.gov.
