This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) part 12, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued.
Solicitation No. 6913G626Q300031 is issued as a Request for Quotation (RFQ). This solicitation is being conducted under FAR Part 12, Terms and Conditions – Commercial Products and Commercial Services. This solicitation document and Incorporated provisions are those in effect through Federal Acquisition Circular 2026-01, effective 03/13/2026. The U.S. Department of Transportation/John A. Volpe National Transportation Systems Center (Volpe Center) intends to solicit and award based on lowest price technically acceptable in accordance with FAR 13.106-1. The Volpe Center has been supporting the US Defense Threat Reduction Agency (DTRA), and the North Atlantic Treaty Organization (NATO) in a strategic update of the Republic of Georgia Coast Guard surveillance systems. In order to update an aging maritime surveillance system, The Volpe Center requires the Shine Micro receiver because it is the standard receiver deployed under the U.S. Navy's International Integration Program Office. Furthermore, the Shine Micro receiver is the only receiver that is fully compatible with the existing maritime sensor infrastructure operated by the Republic of Georgia Coast Guard. Use of an alternative receiver would require system modifications and could jeopardize interoperability and mission continuity.
REQUIREMENTS/SPECIFICATIONS
The Government intends to award a firm fixed price purchase order as a result of this Combined Synopsis/Solicitation. This notice is expected to result in a single award, subject to receipt of an acceptable quote. Please provide a firm fixed price quote in accordance with the contract line items (CLINs) identified on the attached Specifications.
