AI Contract Overview
The U.S. Department of Transportation’s John A. Volpe National Transportation Systems Center is soliciting seven Shine Micro SM1610-4 dual AIS vessel tracking receivers and three Coax-Seal weatherproofing kits under Solicitation No. 6913G626Q300031, issued as a combined synopsis/solicitation and Request for Quotation under FAR Part 12 for commercial items. This acquisition is sole-source due to the mandatory interoperability of the Shine Micro receiver with the existing maritime surveillance infrastructure of the Republic of Georgia Coast Guard, which was originally deployed under the U.S. Navy’s International Integration Program; any alternative device would require costly system modifications and risk mission continuity. The contract will be awarded on a lowest price technically acceptable basis, with the award expected to be a single firm fixed price purchase order. All offerors must be registered in the System for Award Management and are bound by applicable FAR and TAR clauses, including those governing electronic payments, cybersecurity safeguards, trafficking in persons, whistleblower rights, and prohibition of inverted domestic corporations. Technical compliance is defined strictly by the Shine Micro product specification, with no alternative equipment deemed acceptable. Deliveries are required to be shipped to the Volpe Center at 220 Binney Street, Cambridge, Massachusetts, and the deadline for submission of offers is 3:00 PM Eastern Time on June 8, 2025, via email to Darcy.Hubbard@dot.gov. No telephone inquiries or physical submissions will be accepted. The NAICS code is 334290 with a small business size standard of $800 million, though no socioeconomic set-asides are designated. Packaging, preservation, and marking requirements follow commercial practices without reference to MIL-STD specifications. Payment will be processed electronically through SAM, and all award recipients must comply with the electronic submission of payment requests under TAR 1252.232-70. The acquisition supports U.S. Defense Threat Reduction Agency and NATO objectives to enhance maritime security in the region.

The U.S. Department of Transportation/John A. Volpe National Transportation Systems Center (Volpe Center) intends to solicit and award based on lowest price technically acceptable in accordance with FAR 13.106-1. The Volpe Center has been supporting the US Defense Threat Reduction Agency (DTRA), and the North Atlantic Treaty Organization (NATO) in a strategic update of the Republic of Georgia Coast Guard surveillance systems. In order to update an aging maritime surveillance system, The Volpe Center requires the Shine Micro receiver because it is the standard receiver deployed under the U.S. Navy's International Integration Program Office. Furthermore, the Shine Micro receiver is the only receiver that is fully compatible with the existing maritime sensor infrastructure operated by the Republic of Georgia Coast Guard. Use of an alternative receiver would require system modifications and could jeopardize interoperability and mission continuity.
