The California Department of Transportation, using State and federal funding, proposes to rehabilitate State Route 44 (SR 44) through repaving activities and drainage improvements. The limits of work occur between post mile (PM) R26.8 and 71.389 in Shasta County. The purpose of the project is to restore the pavement to a state of good repair; rehabilitate deficient culvert systems to restore the integrity of the traveled way; replace outdated Intelligent Transportation Systems (ITS) elements providing road condition information to the traveling public and Caltrans maintenance crews; and replace existing guardrail to meet current standards. The project is needed as the majority of pavement and appurtenant infrastructure are in a state of disrepair and/or outdated. The pavement is distressed resulting in significant maintenance activities and costs; project culverts are aged, deteriorated, and failing to adequately convey surface waters; and ITS elements are at the end of their useful life and need to be replaced. Project implementation would include the following improvements: Drainage Improvements (PM R26.81 to 70.03) As part of the proposed project, 48 culverts would be modified along the length of the corridor. Depending on the location, the proposed culvert improvements would include various treatments (i.e., flared end sections, drainage inlets, headwalls, and rock slope protection). Vegetation removal would be required to facilitate the improvements. A detailed description of the proposed drainage improvements is provided in Table 1. Roadway Improvements (PM 57.0 to 67.0) • Cold-plane and overlay activities with hot-mixed asphalt (HMA). • Install 0.20 feet between edge of pavement and edge of pavement • Install 0.15 feet at intersection of SR 44 and 89; re-establish transverse grooves in westbound lane • Perform digouts at various locations • Overlay/conform ±18 paved road connections, including permittable driveways to match the travelway. Unpaved driveways and road connections would be conformed with shoulder backing. • In conjunction with pavement overlay, replace existing high friction surface treatment between PM 58.90 and 59.35 • Install shoulder backing to support edge of pavement Signs, Delineation, and Mailboxes (PM R26.81 to 71.38) • Upgrade/replace signs in accordance with current standards. • Reset two mailboxes • Replace recessed pavement markers; apply sprayable thermoplastic pavement striping/marking throughout the project corridor Traffic Safety Reconstruct existing metal beam and thrie beam guardrails to meet current height requirements Traffic Management Systems Replace the existing Closed-Circuit Television (CCTV) stations in the community of Shingletown (PM R27.74) and the Lassen Volcanic National Park Entrance (PM 49.38). Disposal/Borrow Sites Project implementation would include approximately 0.98 acres of ground disturbance; maximum excavation depth is estimated at 12 feet. Excess soil material and construction debris would become the property of the contractor. No disposal and/or borrow sites are proposed. Staging One staging area, PM 63.1 (west bound), has been identified along the project corridor. Utilities Within the project limits, SR 44 supports overhead and underground utilities. Underground utilities may be impacted during culvert replacement activities. Potholing or other positive location methods may be necessary during the design phase to determine if there are conflicts with the proposed culvert work. Right-of-Way Caltrans would acquire temporary construction easements at various locations to accommodate culvert installation. Permanent drainage easements would be required at PMs R27.6 and 28.05. Traffic Management Project construction would utilize one-way reversing traffic control as needed. Schedule The work would be completed in one construction season and would require approximately 160 working days. Consultation/Coordination Caltrans performed a records review, field surveys, and consultation/coordination with applicable agencies, tribes, and individuals. Permits Based on the current scope, the project would be subject to the following resource agency permits: • Army Corps of Engineers Nationwide Permit (Section 404 permit) • Regional Water Quality Control Board Water Quality Certification (Section 401 permit) • California Department of Fish and Wildlife Lake and Streambed Alteration Agreement (Section 1602 Agreement)
