Solicitation # 2018 Munson Packman Boat Repower
The Confederated Tribes of the Colville Reservation is soliciting proposals for the complete repower of a 30 foot Munson landing craft. The selected contractor will be responsible for the decommissioning and removal of two existing Honda BF250A outboard engines and the procurement and installation of two new Honda BF250D Drive-by-Wire outboards. The scope of work is divided into six phases, encompassing structural transom inspections, the installation of Honda iST electronic control heads at dual helm stations, integration with the SeaStar Power Assist steering system, and a comprehensive fuel system overhaul using USCG Type A1-15 lines. The project concludes with NMEA 2000 network integration, digital gauge installation, and a minimum two hour sea trial to validate performance and safety protocols. To ensure factory warranty coverage, the contractor must maintain active Honda Marine Authorized Dealer or Service Center status. The vessel will be delivered via trailer to the contractor facility, which must provide a secure, fenced yard or indoor shop. Award evaluation is based on a weighted criteria of cost, technical expertise, and TERO status, with a preference for Colville Business Enterprises. Proposals must be submitted in PDF format by November 13, 2026. Final contracts are subject to tribal appropriation and may require a performance bond for values exceeding 100,000 dollars or a 25 percent retainage.

The Naval Sea Systems Command intends to award a bridge contract extension, on an other than full and open competition basis, to Antech Systems, Inc., in accordance with FAR 6.302-1 for program management, logistics, engineering planning, business operations, resource planning, Planning Programming Budgeting and Execution analysis, and improvement and technical support services for Ship Maintenance Improvement Program (SMIP). As the incumbent of the current task order, Antech Systems, Inc. is the only source with the requisite knowledge and expertise to provide uninterrupted comprehensive support for the SMIP program, pending the full and open competition of the future follow-on contract.
