J--SEFSC Shipyard for R/V Gladys Reese

The NOAA Southeast Fishery Science Center has issued a procurement for shipyard services to modify the Research Vessel Gladys Reese under solicitation 1305M326Q0014, with Amendment 0001 updating the Statement of Need and contract terms. The effort is a 100% small business set-aside under NAICS code 336611 and requires work to be performed within 50 miles of the NOAA Dock Facility at 202 Delmas Ave., Pascagoula, MS. The scope includes six key work items: mobilization and preparation, drydocking and hull inspection, propulsion system maintenance, electrical system upgrades, tank inspection and cleaning, and de-mobilization, along with structural modifications such as deckhouse installation, aft deck reconfiguration, mission equipment integration, life raft cradle and anchor chute modifications, and vessel painting. All work must comply with specified technical drawings and detail specifications, and adherence to acceptable standards for workmanship, safety, environmental practices, and CAR 1352.271-75 and 1352.271-76 is mandatory. The base performance period is not to exceed five months, with no option periods, and the vessel will be delivered to the contractor at the designated location. The Government will inspect and accept the work at the dock facility after completion. Evaluation will be based on Technical Capability (including approach, quality assurance, and relevant experience), Past Performance (assessing quality, timeliness, subcontractor management, and customer satisfaction), and Price reasonableness, with award made through a trade-off process, not LPTA. Offerors must submit a Past Performance Questionnaire, list qualified welders and subcontractors, and comply with all FAR clauses, including whistleblower protections, code of ethics, Buy American requirements, Federal Acquisition Supply Chain Security Act prohibitions, and restrictions on covered telecommunications and ByteDance applications.
