Solicitation # CT4692
The East West Railway Company is procuring a multi-lot Programme Support Works Framework (CT4692) to deliver enabling, survey, and early-stage works necessary to prepare the route for main construction. The framework is designed to accelerate programme readiness and reduce delivery risk through six specialized lots: Lot 0 for a single Principal Contractor/Integrator to manage site safety and coordination; Lot 1 for historic environment and archaeological works; Lot 2 for ground investigation and monitoring; Lot 3 for environmental and ecological surveys; Lot 4 for environmental and ecological mitigation; and Lot 5 for enabling works. The estimated total value is up to 450 million pounds excluding VAT, though this figure is indicative and not a committed spend. The contract is structured with a four-year core term starting February 1, 2028, and optional extensions of two, one, and one year, totaling a potential eight-year duration ending January 31, 2036. Awards will be made using a competitive flexible procedure, with multiple suppliers appointed to most lots to encourage SME and Tier 2/3 participation, except for Lot 0. Evaluation is based on a 30 percent weighting for commercial price, with specific adjustments for social value and technical quality for SMEs. To maintain independence and avoid conflicts of interest, strict award restrictions and ethical wall agreements are implemented to prevent the excessive concentration of services within a single organization.

Notice of Intent to solicit a single source – Fish and Macroinvertebrate (Nekton) Monitoring (St. Johns River)
Solicitation # W912EP-27-Q-1CTH
The U.S. Army Corps of Engineers, Jacksonville District, intends to award a sole-source contract to the Fish and Wildlife Research Institute of the Florida Fish and Wildlife Conservation Commission. The project focuses on nekton monitoring within selected zones and tributaries of the Lower St. Johns River in Northeast Florida. This effort is categorized under NAICS code 541620 for Environmental Consulting Services and is designed to assess the ecological impacts of a 2022 channel deepening project that increased the river depth to 47 feet to accommodate larger vessels for the Jacksonville Port Authority. The primary objective is to evaluate how changes in salinity and water quality resulting from the deepening affect the spawning, recruitment, and population dynamics of commercially and recreationally important species, such as blue crab, white shrimp, and red drum. Monitoring will specifically target critical habitats between river kilometers 14 and 48, as well as areas upstream of Julington Creek, to determine if shifting salinity gradients are impacting nursery habitats or resident freshwater species. This long-term sampling will provide the necessary data to gauge the overall environmental effects of the channel modifications on the estuary's nekton assemblages.
