Hillsborough County is proceeding with a one-year, noncompetitive procurement to continue providing Short Term Residential Treatment Beds for individuals with severe mental health needs. The contract, retroactive to July 1, 2024, is awarded to Mental Health Care, Inc., doing business as Gracepoint, at a cost of approximately $3.68 million, and Northside Behavioral Health Center, Inc., at about $1.53 million, totaling roughly $5.21 million. This arrangement ensures ongoing medical services—including examinations, diagnosis, treatment, and prevention—for up to 32 forensic patients who may regain competency within six months, as well as up to 12 adults with chronic mental health conditions. Gracepoint is uniquely qualified and authorized by Florida law to serve forensic patients, while Northside provides non-forensic care and case management, making continuity of care vital for patient stability. The County retains the right to extend, modify, or increase the scope and funding of the contract based on evolving needs. Interested contractors who believe they can provide similar services must submit detailed challenges by August 5, 2024, via the designated platform, with the understanding that changing providers would involve transferring patient care. The County will review any challenges to determine if genuine competition exists before finalizing the award. The procurement is categorized under NAICS code 621330 and is part of Hillsborough County’s efforts to ensure specialized mental health services are maintained without disruption.

Full Description

Hillsborough County intends to recommend the award of a one (1) year noncompetitive procurement, retroactive to July 1, 2024, for the continuation of medical services to provide Short Term Residential Treatment Beds to Mental Health Care, Inc., d/b/a Gracepoint ($3,679,200.00) and Northside Behavioral Health Center, Inc. ($1,533,000.00) at a total cost $5,212,200.00. This procurement is being made in accordance with Section 3-208(25) of the County’s Procurement Policy because the medical services offered to existing patients will continue to provide examinations, diagnosis, treatment, prevention, and medical consultation services for up to 32 individuals who are deemed incompetent to proceed to trial and may possibly regain or restore their competency within a six (6) month period for forensic purposes and up to 12 individuals for adults diagnosed with severe, chronic, or persistent mental/emotional illness. Mental Health Care, Inc., d/b/a Gracepoint is uniquely qualified and regionally authorized by the State of Florida Legislature to maintain individuals involved in investigative matters. Northside Behavioral Health Center, Inc., is the only known stand-alone organization (non-hospital affiliated) in the county to provide the non-forensic care and case management services. Moving the patients from the continuity of care is not in their best interest. The County reserves the right to extend the time period further, adjust the scope of services in response to changing conditions and updated requirements, and increase the resulting award accordingly. Contractors who believe that they can provide goods and/or services that are substantially and materially the same as those identified in the attached agreements must submit clear and convincing information to support a challenge the intended award. Contractors should be aware a change of service providers would require a transfer of patients. Challenges to this notice must be received no later than the Close Date of the Sole Source (SS) Project and must be directed to the primary contact listed above using the “messages” section in Bonfire for this particular procurement. After this date, an award will be made. The County will review properly submitted challenges (responses) to determine whether bona fide competition exists.
