(i) This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.


(ii) The solicitation number is H9225726QJD01 and is issued as a Request for Quotation (RFQ).


(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2026-01.


(iv) This acquisition is set aside 100% for Small Business.


(v) Contract Line-Item Numbers (CLINs): See attached file. 


(vi) Description of Requirements:
The Marine Corps Forces Special Operations Command (MARSOC) requires the rental, delivery, set-up, daily servicing (including black/greywater pump-outs and cleaning), and removal of mobile shower trailers to support personnel across three (3) barracks buildings. Please refer to the attached Statement of Requirements for stall capacities, utility metric requirements, and daily servicing schedules.


(vii) Period and Place of Performance:
The period of performance is from 8 June 2026 to 30 June 2026. The place of performance is Stone Bay, Marine Corps Base Camp Lejeune, NC 28542.


(viii) FAR 52.212-1 Instructions to Offerors:
The provision at FAR 52.212-1, Instructions to Offerors—Commercial Products and Commercial Services, applies to this acquisition. Offerors must provide a technical description of the trailers being offered demonstrating they meet the metrics in the attached SOR, along with a firm-fixed-price quote.


(ix) FAR 52.212-2 Evaluation:
The Government will award a contract resulting from this solicitation to the responsible offeror whose quote conforming to the solicitation will be most advantageous to the Government based on price alone.

  • FAR 52.222-90 Addressing DEI Discrimination by Federal Contractors (APR 2026): In accordance with EO 14398, the contractor agrees not to engage in racially discriminatory DEI activities during the performance of this contract.
  • Base Access: Contractor personnel must comply with all MCB Camp Lejeune DBIDS security access protocols.
  • 5652.204-9003 Disclosure of Unclassified Information (2023) - As prescribed in 5604.403(b), insert the following clause,
    • (a) The protection of sensitive but unclassified data reflecting Special Operations technologies, personnel, plans, and business associations requires due diligence on the part of those in possession of such information. The application of appropriate security measures to ensure the safekeeping of USSOCOM and company proprietary data, intellectual property, and personnel data is the responsibility of all parties who have access to such information. On September 21, 2001, the Department of Defense designated Headquarters US Special Operations Command (USSOCOM) a sensitive unit, as defined by Title 10 United States Code (USC) Section 130b (10 USC 130b). See DoD Manual 5400.07, Freedom of lnformation Act Program, dated 25 January 2017 paragraph 5.2 c. (2)(a), In keeping with this designation, unclassified information related to USSOCOM military technology acquisitions managed by USSOCOM or any of its component commands, will be designated Controlled Unclassified Information (CUI). As such, the contractor hereby unequivocally agrees that it shall not release to anyone outside the Contractor's organization any unclassified information, regardless of medium (e.g., film, tape, document, contractor's external website, newspaper, magazine, journal, corporate annual report, email, text, conversation, social media, etc.), pertaining to any part of this contract or any program related to this contract, unless the Contracting Officer has given prior written approval. Furthermore, any release of information which associates USSOCOM, Special Operation Forces (SOF), or any component command with an acquisition program, contractor, or this contract is prohibited unless specifically authorized by the Contracting Officer.
    • (b) That contractor shall submit a written request for approval and shall identify the specific information to be released, the medium to be used, and the purpose for the release. The contractor shall submit the request to the Contracting Officer at least 60 days before the proposed date for release for approval. No release of any restricted information shall be made without specific written authorization by the Contracting Officer. The Contractor shall include a similar requirement to this clause in each subcontract under this contract to affect this requirement at each level of subcontracting. Subcontractors shall submit request for authorization to release through the prime contractor to the Contracting Officer.
    • (c) The Contractor further understands that Title 18 USC Section 701 specifically prohibits the use of the USSOCOM emblem or logo in any manner or medium (e.g., corporate website, marketing brochure, newspaper, magazine, etc.) unless authorized in writing by the Contracting Officer. A written request for use of the USSOCOM emblem or logo shall be submitted to Contracting Officer at least 60 days before proposed use. Forward any request to use the USSOCOM emblem or logo through the Contracting Officer. (End of Clause)
  • 5652.204-9006 Additional Protection of Covered Defense Information on Covered Contractor Information systems (2024) - As prescribed in 5604.403(d), insert the following clause,
    • (a) The Contractor shall utilize a Protective Domain Name System (PDNS) service on all covered contractor information systems processing, storing, or transmitting covered defense information, consistent with the applicability and definitions contained in DFARS 252.204-7012.
    • (b) The Contactor may use any commercially available PDNS provider or may use PDNS services provided, at no cost to DoD contractors, by the NSA's Cybersecurity Collaboration Center (CCC). More information related to NSA CCC provided PDNS services can be found at https://www.nsa.gov/About/Cybersecurity-Collaboration-Center/PDNS/.   • It was my understanding that the barracks would still have water available to feed the shower trailers using a standard water hose connected to a water spigot.  Reading this request, it looks as if it is requiring us to bring water by truck to fill storage tanks.   Please confirm the availability or not of fresh potable water at each barack set up location.
    • The Government will not provide water for the tanks as we do not have the capabilities or potable water. The contractor is required to bring the water and fill the storage tanks.
  • It appears that this request is asking for daily interior cleaning and disinfecting to be provided by us (the contractor)  please confirm.
    • Yes, we are requesting for a daily clean by the contractor between 0900 – 1000.
  • To clarify, will my drivers, cleaners and pumpers be required to have Rapidgate or will you provide temporary base passes as long as my drivers, pumpers and cleaners have clean records?  
    • We are requiring the workers to have base access, but if not, we can work base passes if needed.
  • Are you requesting one or two 8 stall shower trailers per Barrack?  
    • Based on the personnel, we estimate two 8 stall shower trailers being required.
  • It appears that you will be completing work at each barrack and we will then be called to move the unit/s to the next barrack withing 48 hours.  Please confirm
    • This is correct. At a minimum, the Government will provide a 48 hour notice to coordinate the placement of the trailers at next location.  

  • It appears that in my bid, I need to specify when I can deliver if I win the award but please confirm that is the case and that I will need to include the available delivery date on my bid.
    • Specifying the delivery date will allow for proper planning purposes. We understand this is a short turn around and vendors may not be able to meet the start of the Period of Performance. Therefore, we encourage the market’s input on delivery timeframes if the requested date on the solicitation is unattainable/unrealistic. Based on the information received, the solicitation may be amended to include delivery as a secondary evaluation factor.
  • Given the water will not be available from the building, it makes this a much more complicated set up. Is potable water available from a water source anywhere on base if we have the capability to move and store it for use at the trailer set up location?  If not, we will have to have fresh water trucked in daily which could cost more than the rest of the rental combined.  
    • We do have water spigots at the barracks can be used. One the Marines can show where its at upon arrival of the shower trailers. I do not know the freshness of the water, but I can only assume it’s the same water the Marines already shower with.
  • I’m assuming that the water is going to be shut off completely from the barracks but please confirm. If the fresh water will not be turned off, is there a reason that we cannot connect to a water spigot to provide water to the trailers. 
    • The water will not be completely shut off just the hot water while the boilers are being replaced. There is a water spigot we could connect. If it requires a hose setup it will need a long hose so we can keep the shower trailers in a general spot.
  • Is the contractor expected to provide fuel for the generators?
    • Yes.
