Sidewalk Replacement Project

Texas Southern University is soliciting bids for the replacement of approximately 396 linear feet of concrete sidewalk at the Sterling Student Center, with the project requiring full labor, materials, equipment, permits, testing, disposal, and site restoration in compliance with local, state, ADA, and industry standards. The work encompasses demolition, excavation, subgrade preparation, formwork, reinforcement, concrete placement with a broom finish perpendicular to pedestrian traffic, curing, and thorough cleanup, all while minimizing disruption to campus operations and ensuring a safe work environment. Contractors must submit a detailed project timeline and adhere to strict safety protocols mandated by the Federal Occupational Safety and Health Act, as well as environmental regulations under the Clean Air Act and Federal Water Pollution Control Act. The bid must include itemized pricing for base work and optional line items such as additional sidewalk or curb replacement, subgrade removal, and excavation, with prices guaranteed firm for 90 days after the deadline and excluding state and federal taxes due to TSU’s tax-exempt status. Proposals must be submitted via hand delivery, overnight mail, or express service to the TSU Purchasing Office by 1:00 p.m. Central Time on June 4, 2026, in a specified format containing one original, one copy, and a flash drive copy, with all documents plainly marked with the solicitation number and signed by an authorized representative. Bidders must also provide their TINS number, full legal name and address, and confirm compliance with numerous legal and regulatory requirements including the Drug-Free Workplace Act, Americans with Disabilities Act, Executive Order GA-48, and Texas Government Code provisions on restricted employment and eligibility. The contract will be awarded based on the Best Value Standard, evaluating proposed costs, business stability, quality of goods and services, delivery terms, past performance, and other factors, with TSU retaining sole discretion to select the most advantageous offer, potentially awarding to multiple vendors or selecting low line-item bids. The contractor is strictly liable for indemnifying TSU and the State of Texas, must coordinate defense with the Texas Attorney General if applicable, and is subject to termination for cause for failure to deliver quality work or timely service, or for convenience with 30 days written notice. Payment terms follow Chapter 2251 of the Government Code, with no penalties incurred if paid within 30 days of receipt of an uncontested invoice, and all work is considered a work made for hire, vesting ownership in the university.
