Siemens Command Post System Upgrade

1. It is the intent of this agency to award a sole source contract under statutory authority 10 USC 2304(c)(1), set forth in Federal Acquisition Regulation 6.302-1. Only one responsible source and no other supplies or services will satisfy agency requirements. This agency intends to award to Synnex Corporation 39 Pelham Ridge Drive, Greenville, SC 29615 off of GSA Schedule # GS-35F-0143R 2. The purpose of this acquisition is to upgrade the HIPATH 4000 system, which is currently installed in the 65th ABW Command Post, from Version 5 to Version 6. The current HIPATH 4000 system has met the end of its useable life. In lieu of replacing the entire system and risking potential communication failure within the base and tenant units; an upgrade of the current HIPATH system was recommended from version 5 to version 6 in order to bring the system up to current operational standards. The Siemens console software and hardware enables mission monitoring and communication for over 1000 JCJS Priority 1&2 flying missions per annum, implements Installation Notification and Warning Systems (INWS) required under AFI 10-207, and facilitates daily C2 communication requirements between the 65th ABW and applicable tenant units. Installation will include the site visit/survey, design, planning, system set-up, testing, cut-over (installation of HiPath 4000 Version 6.0), controller (customer) training, and complete documentation of all hardware and software components for the system. The system will also include the latest Joint Interoperatbility Test Command (JITC) certified software (V6) with touch screen capability to support Operational Command Centers and allow communications with other support personnel over radio (land mobile, HF/UHF/VHF) and land-line communication mediums from a single console. All of the contractor supplied products must be on the JITC certified approved produt list (APL) or waived by the Office of the Secretary of Defense (OSD). In addition, it will consist of labor and parts maintenance warranty on the proposed system for one (1) full year after system acceptance.
