Request for Information (RFI) for Land Management Information System Modernization and Web-Based GIS Interface
Solicitation # 26091
The Nebraska Public Power District is seeking information through Request for Information No. 26091 to modernize its Land Management Information System (LMIS). The primary objective is to replace a legacy Microsoft Access interface with a web-based Geographic Information System (GIS) interface integrated with a SQL database. This new system will be used to search and maintain records for district-owned and leased land, including substations, lakes, canals, and electric transmission lines. Key required capabilities include text-based and map-extent search functionality, aerial imagery support from NAIP and USGS, measurement and annotation tools, and the ability to export results into common office software formats. Because this is an RFI, any pricing provided is for non-binding budgetary planning purposes. The district is specifically looking for solutions that ensure the protection of personally identifiable information through encryption, audit logging, and user access controls. Respondents must provide a company overview, evidence of relevant experience with electric utilities or government GIS programs, a proposed implementation schedule, and a licensing approach for approximately 15 users. The district is also interested in the feasibility of a proof of concept and potential phased implementation approaches. Responses must be submitted as a Word document of no more than 25 pages by November 25, 2026.

The contract is envisioned as a three-year agreement with renewal options, with an expected implementation window between December 2026 and January 2027. Selection will be based on a best-value standard, evaluating factors such as functional alignment, security attestations, implementation timelines, vendor experience, and overall cost. Proposals are due by November 6, 2026, and must be submitted via email to the Director of Nursing, Community Health Division. Submissions are limited to ten single-spaced pages and must include detailed pricing for implementation, licensing, training, and ongoing support.

In accordance with the Federal Aviation Administration (FAA) Acquisition Management System (AMS) paragraph 3.2.2.4, the purpose of this announcement is to inform industry of the basis of the FAA’s intent to contract using single source procedures. The Federal Aviation Administration (FAA) William J. Hughes Technical Center intends to increase the ceiling and increase the Period of Performance (PoP) for the current contract (DTFACT-13-D-00004) with CDW-Government (CDWG) of Vernon Hills, Illinois through 04/23/2020. The PoP extension, in addition to the ceiling increase, will allow for uninterrupted continued support and purchase of Information Technology (IT) Software (SW). CDWG is currently providing SW under an FAA mandatory source Strategic Acquisition of Various Equipment (SAVES) contract. The follow-on contract for this requirement is currently in the pre-award stages. The FAA is currently in the process of market analysis for a follow on IT SW contract previously announced under solicitation number DTFACT-17-R-00017. Contract DTFACT-13-D-00004 is an Indefinite Delivery Indefinite Quantity (IDIQ) contract under the SAVES Program. This contract provides a simplified process for the purchasing of Information Technology Software. Accordingly, a competitive solicitation is not available for this procurement. The FAA is not seeking or accepting unsolicited proposals. The POC for this announcement is Elizabeth Ford Ochs at contact@example.gov. If you're viewing this announcement from a source other than Federal Aviation Administration Contract Opportunities (FAACO), visit https://faaco.faa.gov/index.cfm/announcement/view/29918 to view the original announcement.

Aviation Research BAA 2025
Solicitation # 692M15-25-R-00004
The Aviation Research BAA 2025, solicitation number 692M15-25-R-00004, is a long-term initiative sponsored by the Federal Aviation Administration (FAA) to support basic and applied research at the William J. Hughes Technical Center for Advanced Aerospace. Valid from December 5, 2024, through December 4, 2034, this Broad Agency Announcement seeks to advance the state-of-the-art in aerospace safety and efficiency across five primary program branches: Airport Technology R&D, Software and Systems, Structures and Propulsion, Separation Standards Analysis, and Fire Safety. The FAA encourages submissions from a diverse range of offerors, including academia, industry, and small businesses, to address evolving air transportation challenges. The solicitation utilizes a phased submission process where interested parties first submit brief white papers for specific Topics of Interest. If a white paper is deemed meritorious, the FAA may request a formal proposal consisting of a technical volume and a price/cost volume. Awards are made bilaterally based on a favorable feasibility assessment, with cost analyzed for reasonableness and realism rather than being a rated factor. While funding varies by project, rough order of magnitude estimates range from $100,000 to $1.2 million per award, with many projects anticipated to be funded annually for a period of 12 to 36 months. All offerors must maintain active registration in the System for Award Management (SAM) to be eligible for award.
