Single Source Justification for EAP Mid-Level Manager Mentorship Program

The U.S. Department of State, through the U.S. Embassy Bangkok’s General Services Office, has issued a sole source justication to award a purchase order to Blue Door Creative Development Ltd. for the continuation of the EAP Mid-Level Manager Mentorship Program and Leadership and Management Skills Studio Mentorship Program. The acquisition, conducted under FAR 13.106-1(b)(1), is justified solely on the grounds that Blue Door possesses irreplaceable institutional knowledge, owns all proprietary program materials including Articulate Rise modules, mentor discussion guides, and session plans, and has co-designed and delivered the program since 2024 in close coordination with the Regional Service Center – EAP in Bangkok. Re-procurement would introduce unacceptable risk to program continuity, timeline, and cost efficiency, as no other vendor has access to the existing curriculum, facilitation workflows, or participant engagement models. The contract is valued at $49,700 and includes a two-month preparation phase from August to September 2026 and a five-month delivery phase from October 2026 to April 2027, during which the contractor will update all program content to align with Department of State Leadership and Management Principles, facilitate one in-person kickoff in Bangkok with full travel and lodging coverage, conduct five virtual mentor workshops across multiple time zones, administer pre- and post-program surveys, and deliver a final recommendations report. Performance is primarily based in Bangkok, Thailand, with administrative oversight handled by the Department of State’s Bureau of East Asian and Pacific Affairs, and no formal clause, line item, or pricing structure is included, as this falls under simplified acquisition procedures. The contractor is not required to provide size certification, socioeconomic status, or unique entity identification, and while no Contracting Officer’s Representative is named, oversight and acceptance responsibilities lie with the EAP/EX and RSC-EAP teams in Bangkok. All deliverables are service-based with no physical goods or packaging requirements, and invoicing procedures are not specified beyond standard Department of State practices applicable to procurements under the simplified acquisition threshold.
