The Federal Aviation Administration intends to utilize single source procurement to contract with Northrop Grumman Support Systems for the field testing of an alternate design modification for the Airport Surveillance Radar Model 9 TR Limiter/Receiver Protector. This modification aims to improve reliability and long term sustainment by lowering insertion loss and extending the operational life of the components from 40,000 hours to 108,000 hours. The FAA plans to procure 10 to 15 prototype units for installation within existing WR-284 type waveguide configurations. Because a competitive solicitation is not available, the FAA has issued this announcement to justify the single source decision. Other firms wishing to contest this determination must provide evidence of their capability and experience to Dave Ujcich by 9:00 AM Eastern Standard Time on January 26, 2017. The agency will not provide compensation for any administrative costs or information submitted in response to this notice.

Full Description

In accordance with the Federal Aviation Administration (FAA) Acquisition Management System (AMS) paragraph 3.2.2.4, the purpose of this announcement is to inform industry of the basis for the FAA's decision to contract with Northrop Grumman Support Systems via single source procedures. The Federal Aviation Administration (FAA) has a requirement for field testing an alternate design modification of the Airport Surveillance Radar Model 9 (ASR-9) TR Limiter/Receiver Protector that provides improved reliability. The TR Limiters/ Receiver Protector will be installed within the existing WR-284 type waveguide configuration of the selected Air Route Surveillance Radar Model 9 (ASR-9) radar systems. The ASR-9 System is a medium range (60 nautical mile) airport surveillance radar that operates at S-band with a pulse width of 1.03 microseconds, a Pulse Repetition Frequency (PRF) of 928 to 1321 Hertz (Hz) (1200 Hz typical) and an average power from 1188 to 1462 watts (depending on PRF). In 2014 under solicitation ACT-14-P-00096 Northrop Grumman Corp., had produced a modified receiver protector design that lowers the insertion loss and improves the operational life from 40,000 hours to 108,000 hours. FAA intends to procure 10-15 additional Northrop Grumman prototype units that can be field tested for reliability improvements for long term sustainment. A competitive solicitation is not available for this procurement. If your firm does not agree with this single source determination, please provide evidence of your firm's capability and experience in delivering such services outlined above and the FAA will evaluate that information accordingly. All responses must be directed to Dave Ujcich via email contact@example.gov by 9:00 AM Eastern Standard Time, on Thursday, January 26, 2017. The FAA will not pay for any information or any administrative costs incurred associated with any responses to this announcement. Aviation Research BAA 2025
Solicitation # 692M15-25-R-00004
The Aviation Research BAA 2025, solicitation number 692M15-25-R-00004, is a long-term initiative sponsored by the Federal Aviation Administration (FAA) to support basic and applied research at the William J. Hughes Technical Center for Advanced Aerospace. Valid from December 5, 2024, through December 4, 2034, this Broad Agency Announcement seeks to advance the state-of-the-art in aerospace safety and efficiency across five primary program branches: Airport Technology R&D, Software and Systems, Structures and Propulsion, Separation Standards Analysis, and Fire Safety. The FAA encourages submissions from a diverse range of offerors, including academia, industry, and small businesses, to address evolving air transportation challenges. The solicitation utilizes a phased submission process where interested parties first submit brief white papers for specific Topics of Interest. If a white paper is deemed meritorious, the FAA may request a formal proposal consisting of a technical volume and a price/cost volume. Awards are made bilaterally based on a favorable feasibility assessment, with cost analyzed for reasonableness and realism rather than being a rated factor. While funding varies by project, rough order of magnitude estimates range from $100,000 to $1.2 million per award, with many projects anticipated to be funded annually for a period of 12 to 36 months. All offerors must maintain active registration in the System for Award Management (SAM) to be eligible for award.
