The Florida School for the Deaf and the Blind (FSDB) is seeking to upgrade its Honeywell EBI access control system during the 2023-2024 fiscal year, with a project budget not to exceed $407,000. The contract is designated as a single-source procurement, primarily because the existing access control system is proprietary to Honeywell. The upgrade involves replacing the current system with new equipment that is also manufactured and maintained by Honeywell, ensuring compatibility and continuity. Honeywell’s factory-trained technicians will perform the installation and system modifications, leveraging their specialized knowledge, technical resources, and support services, which are critical given the proprietary nature of the system components and software. This procurement emphasizes Honeywell’s unique qualifications, including their exclusive access to system documentation, technical bulletins, and ongoing support through their Technical Assistance Center and engineering teams. The solicitation, identified as SS-08000, was posted on February 16, 2024, with a response deadline of March 8, 2024. The project falls under the NAICS code 811310, which pertains to commercial and industrial machinery repair and maintenance, reflecting the specialized nature of the upgrade.
