AI Contract Overview

The Florida School for the Deaf and the Blind (FSDB) intends to establish a multi-year, single-source contract valued at up to $100,000 to provide maintenance and repair services for proprietary Honeywell equipment, specifically the EBI access control and DVM video management systems. These systems are uniquely maintained and programmed by Honeywell, which is the sole provider with factory-trained technicians and engineers capable of servicing and modifying the systems. The contract is justified by the proprietary nature of the equipment, the specialized training required to work on it, and Honeywell’s exclusive access to technical support, updates, and documentation. This approach ensures system integrity, security, and operational continuity, as no other vendors possess the necessary expertise or authorization to perform these services. The procurement process is conducted as a notice of intended decision to enter into a single-source contract, not a competitive bid, in accordance with Florida statutes and administrative rules. The contract aims to ensure ongoing maintenance and technical support for the existing proprietary systems, with the primary contact for questions being Sharon Pennant, the Purchasing Analyst. The solicitation was posted on February 14, 2024, with a response deadline of March 6, 2024. Interested parties can access further details through the Florida Marketplace website.
