The Department of Defense, through the Space and Naval Warfare Systems Command (SPAWAR) and its Program Executive Office-Space Systems, intends to award a sole source contract to the Australian Department of Defence for the preparation of the Mobile User Objective System (MUOS) ground station located at Geraldton, Australia. This initiative supports the MUOS program, which is a satellite constellation designed for Ultra-High-Frequency communications, providing global coverage through an integrated system of four ground stations. The contract includes the site design and construction of two pre-built shelters to house Radio Access Facilities, installation of three concrete antenna pads, and the installation of fencing around these structures. Access to the site will be limited to authorized Australian defense personnel and approved contractors. This contract follows the authority of specific U.S. legal and regulatory provisions allowing for a sole source award and is distinct from the contracts for the other three MUOS ground stations, which are managed by the Naval Facilities Engineering Command and are either competitively awarded or undergoing competition. The anticipated award date for this initial effort was targeted for late fiscal year 2007. Subsequent modifications to the contract may include priced options for additional work. Communication and inquiries related to this acquisition are directed to a specified Navy contact via email.

The MUOS is a networked satellite constellation for Ultra-High-Frequency satellite communications. The integrated ground system for MUOS is comprised of four ground stations to provide world-wide coverage. This design-build site preparation effort for the Geraldton, Australia ground station will consist of: (a) the site design for two pre-built shelters to house Radio Access Facilities (RAFs), three concrete pads for three antennas, and fencing around the shelters and antennas; and (b) the subsequent provision of such shelters, concrete pads, and fencing, accordingly. Access to this Australian ground site location is restricted to personnel and guests of the Australian Department of Defence and to current contractors already approved by the Australian Department of Defence. The anticipated award date for the initial contract effort is late FY 2007. The site preparation contracts for the other three MUOS ground stations are handled by the Naval Facilities Engineering Command and either have been competitively awarded already or are currently in the competitive award process. Solicitation # CMDSAWARDEESONLY
This solicitation, issued by the Naval Information Warfare Systems under the Department of Defense, is restricted to CMDS MAC Awardees. The objective is to secure a contractor to provide enterprise-level IT solutions in support of Navy or DW operations. The government intends to award a hybrid contract consisting of Firm-Fixed Priced, Cost-Plus-Fixed-Fee, Level of Effort, and Cost-Only task orders. The award will be granted to the Highest Technically Rated Offeror (HTRO) with a fair and reasonable price, noting that technical factors are significantly more important than cost and no trade-offs between technical ratings and price are permitted. The evaluation process begins with two non-weighted gate criteria: verification of an active Top Secret facility security clearance and a review of corporate experience regarding recency, magnitude, and scope. Proposals that pass these gates are evaluated on technical factors, with the Technical Scenario Response being the most important, followed by the Staffing Plan and Personnel Matrix. Cost and price realism analysis will only be performed for the HTRO. Proposals must be submitted by November 6, 2026, and must include specific attachments such as a transition-in plan, corporate experience templates, and a signed Section K. All submissions must be unclassified and adhere to strict formatting and page limits.
