This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT. The Massachusetts Army National Guard intends to solicit and negotiate with only one source, SKILLS USA MA, 250 Foundry St, South Easton, MA, 02375 NAICS Code is 611710, Size Standard Size is $15,000,000, under the authority of 10 U.S.C 2304(c)(1), as implemented by FAR 6.302-1, for the purposes of issuing a Firm-Fixed Price contract. The Massachusetts Army National Guard Recruiting and Retention Bn has a direct accessions mission. SkillsUSA is an international organization consisting of technical high school student leaders and faculty for the purpose of serving the community, developing leaders, and technical proficiency. This is the target market of our organization. SkillsUSA events and competitions puts our organization directly into our target demographic, schools, and the best that demographic has to offer. No other program discovered to date provides as many impressions and contacts within our target market. The following items will be procured: Advisor Boot Camp - this will be a full day of training on October 5th culminating with our kick-off dinner. You would have opportunities to be present, perhaps bring the trailer and speak. Contractor will provide parking lot space 40 feet by 20 feet for the purpose of STEM trailer demonstration for the duration of the event. Please see the attachment labeled, "justification" for further detail as to why this action is being negotiated solely with SKILLS USA MA,. There are no solicitation documents; however, contractors interested in this requirement should submit a complete technical package within 15 calendar days after the date of publication of this synopsis will be considered by the Government. The package must provide clear and convincing evidence that they can meet the Government's requirement. Vendors who are not registered in System for Award Management (SAM) database prior to award will not be considered. Vendors may register with SAM by going on via web to https://www.sam.gov. Any responses received without completing SAM registration will be considered noncompliant. Further, the response should include any special requirements for a commercial contract (i.e., Commercial Financing, Warranty Provisions, Delivery Information, etc.) in accordance with FAR Part 12. Responses must be received no later than 4:00 p.m., Eastern Daylight Time, 28 September 2017. Responses should be submitted electronically to mark.s.guilfoil.civ@mail.mil This notice of intent is not a request for competitive proposals; however, the government will consider all responses received by the response date stated above. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government.
