SLAC CUIR SP2 – Topographic Survey and Utility Mapping Services Sources Sought Notification

SLAC is seeking qualified consultants to provide topographic surveying and underground utility mapping services for Subproject 2 of the Critical Utilities Infrastructure Revitalization Project, which aims to replace aging potable water, sanitary sewer, and storm sewer systems installed in the 1960s. This sources sought notice is not a solicitation for proposals or awards but a preliminary step to identify capable firms to inform a future formal solicitation. The work requires accurate, field-verified data on terrain, surface features, and subsurface utilities to support detailed design development, including advancement to the 60% design milestone and preparation of constructable drawings. Respondents must demonstrate a local presence in the Bay Area, hold a valid California Professional Land Surveyor license, and provide evidence of prior experience in constrained-environment topographic surveys and utility mapping. Proposals must include corporate contact information only; pricing, proprietary data, or confidential details will be discarded to preserve the non-binding nature of the process. Responses are due by 5 p.m. PST on May 8, 2026, submitted electronically to Quyen Weng. The eventual contract will be awarded on a Lowest-Price Technically Acceptable basis, with technical acceptability determined by adherence to standards such as FGDC-STD-007-1998, APWA color codes, and California State Plane coordinates, along with submission of required documentation including a Quality Assurance Plan, Injury and Illness Prevention Program, and Dun & Bradstreet risk assessment. Performance will occur on the SLAC campus in Menlo Park, CA, requiring on-site access with government-issued ID, and foreign nationals must comply with DOE Order 142.3A and complete online registration. All work must adhere to DOE Order 414.1E, ISO 9001:2015, and other applicable quality and safety standards. Submission requires registration in SLAC’s supplier portal and delivery in searchable PDF format, with technical and price proposals submitted in separate volumes. Contractual compliance will involve adherence to a wide range of FAR and DEAR clauses concerning small business subcontracting, labor standards, data rights, cybersecurity, environmental compliance, and ethical conduct, with certain provisions like cost accounting standards and price reduction clauses applying only if the subcontract exceeds $2 million, and others like code of conduct and whistleblower protections applying if the subcontract exceeds $6 million.
