SLCo ANS134010 Animal Services Barn & Shelter Expansion Architectural Services - RFP

Salt Lake County is soliciting proposals for architectural and engineering design services for the Animal Services Barn and Shelter Expansion located at 511 W 3900 S, Salt Lake City, Utah. The project is structured in two phases, beginning with a funded Phase 1 Programming Phase focused on programming, cost estimating, and site development review, followed by a potential Phase 2 Build Out Phase covering design, bidding, construction administration, and warranty services. The scope of work involves a new 3,000 to 5,000 square foot addition featuring three to five indoor/outdoor livestock stalls with dirt flooring, shared office space for three staff, a large training and assessment room, and support areas for IT, mechanical, and storage. The design must also accommodate approximately 16 future kennels and include repairs to avian areas and asphalt/cement gravel surfaces in compliance with AVMA and ADA guidelines. Proposals are due by September 30, 2026, via the U3P Bonfire system and will be evaluated based on a 100-point scale, with 85 percent weighted toward the program proposal and 15 percent toward pricing. The program evaluation emphasizes relevant experience in animal care or livestock facilities and LEED Silver certification, the project team's qualifications, and the proposed timeline. Phase 1 is established with a not-to-exceed fee of 40,000 dollars, while Phase 2 fees will be a fixed percentage of the construction budget capped by the State of Utah DFCM Fee Schedule. Selected firms must provide payment and performance bonds within ten days of the agreement and maintain claims-made insurance for at least three years following the warranty period. All submissions are subject to the Utah Government Records Access and Management Act.
