AI Contract Overview
Salt Lake County is seeking multiple vendors to expand the supplier pool for the Sheriff's Office rotation towing services through a non-exclusive, no-cost contract. Successful bidders will be added to a rotation determined at random, with the contract effective upon execution and expiring in February 2030. Because this is a no-cost agreement for the County, all towing charges are the responsibility of the vehicle owners or their insurance providers. Vendors must maintain 24/7, 365-day availability and possess the equipment necessary to handle large vehicles in inclement weather, off-road, and in steep canyon areas. Equipment must be permanently marked with the company name and logo, as temporary leases or magnetic placards are prohibited. Operational requirements include strict response times of 30 minutes for local areas and one hour for unincorporated and canyon areas; failure to arrive within these windows results in call cancellation without charge. Contractors are also responsible for the complete cleanup of accident scenes, including the removal of oil, radiator fluid, and debris. Eligibility is contingent upon meeting technical specifications, passing biannual tow truck certification inspections, and adhering to UDOT and Federal Motor Carrier Safety Regulations. Additionally, owners, managers, and staff must undergo rigorous background checks, providing BCI criminal histories no older than 45 days. Vendors must also certify compliance with federal, state, and local environmental laws and may apply for preference points based on employee healthcare or veteran hiring practices.

Full Description
The perspective bidders must be available 24/7, 365 days a year; the perspective tow company must be equipped to tow large vehicles and items, sometimes in steep canyon areas or off-road, and in inclement weather. The company shall respond with its own equipment, which is permanently marked with the company name and logo. The company will not use other towing company equipment on a “temporary lease” or substitute backup basis. The door of the tow company name should match the contractor that was called and not with a magnetic placard with the name.
When called, the tow company is required to show up on site within 30 minutes for local areas and within 1 hour for calls in the unincorporated and canyon areas. If the towing service first called accepts the call but does not arrive within the specified allowable time, the call out will be canceled with no allowable charges to Salt Lake County Sherriff’s Office or the vehicle owner. The next vendor in the tow rotation will then be dispatched.
If the company accepts a call and arrives at the location of the incident, the vehicle or item assigned to the company/driver must be removed. The driver is not to turn it down once on scene.
In response to the scene of a vehicular accident, it shall be the company’s responsibility to completely clean the scene of all oil, radiator fluid (including absorbent material), and any other vehicular debris or fluid resulting from the accident.
Successful bidders may be required to acquire any third-party software and/or applications necessary for the purposes of receiving County notifications for tow requests.
A pre-bid conference will be held on 9/24/2026 at 2:30pm Mountain Time. To request a seat at this virtual conference, please send an email request to Serena Briggs at SerBriggs@saltlakecounty.gov.
Attendance is not mandatory, but it shall be the sole responsibility of the bidder to attend this conference. Bidders not attending do so at their own risk. The written questions submitted, along with any other additional information pertaining to the clarification of specifications will be discussed in detail at this conference. Bidders shall thoroughly familiarize themselves with this RFC document including specifications prior to attending the conference. Verbal statements or information provided during the conference is non-binding except when addressed via an amendment.
Periodic Closings The solicitation may be periodically closed for a brief review of submissions. During temporary closure, bids/questions will be unable to be submitted. Public notice will be made the business day prior to closing. It is anticipated the closings should be very brief and be made available within the same day. Announcements will be made via the Bonfire portal for both closures and once the solicitation is once again available for submissions/questions.
