AI Contract Overview
Salt Lake County is seeking multiple vendors to join a pool of providers for evidence towing services on behalf of the Sheriff's Office. This solicitation is a re-issue intended to expand the existing vendor pool. Selected contractors must be available 24/7, 365 days a year, and possess the equipment necessary to tow all vehicle types, including heavy-duty class vehicles exceeding 26,000 lbs, in inclement weather, off-road, and in steep canyon areas. Strict response times are mandated, with a requirement to arrive on-site within 30 minutes for local areas and within one hour for unincorporated and canyon areas. Additionally, vendors are responsible for the complete remediation of accident scenes, including the removal of all vehicular debris and fluids. Awards will be granted to responsible and responsive bidders based on the lowest overall cost submitted in the pricing schedule, which establishes a dispatch rotation. If a primary vendor is unavailable or fails to arrive within the specified timeframe, the next vendor in the pool will be contacted. Compliance requirements are rigorous, including mandatory UDOT Rule R909-19-8 certification, biannual tow truck inspections, and original BCI criminal history records for non-operator staff. Vendors must also adhere to federal motor carrier safety regulations and maintain workers compensation insurance. Payment terms are net 30 days, and the contract term expires in April 2030.

Full Description
The perspective bidders must be available 24/7, 365 days a year; the perspective tow company must be equipped to tow large vehicles and items, sometimes in steep canyon areas or off-road, and in inclement weather. Bidders are required to have the capability to tow vehicles or items of any type, including heavy duty class vehicles or items (26,000+ lbs.); partial bids will not be considered for award. When called, the tow company is required to show up on site within 30 minutes for local areas and within 1 hour for calls in the unincorporated and canyon areas.
All bidders meeting specifications will be placed in the vendor pool. The order in which successful companies will be called out will be determined by the Grand Total submitted by each company from the Pricing Schedule attachment.
If the first company is unavailable for any reason, the next vendor in order will then be dispatched. If the dispatched towing service first called accepts the call but does not arrive within the specified allowable time, the call out will be canceled with no allowable charges to Salt Lake County Sheriff’s Office or the vehicle owner. The next company will then be dispatched.
If the company accepts a call and arrives at the location of the incident, the vehicle or item assigned to the company/driver must be removed. The driver is not to turn it down once on scene.
In response to the scene of a vehicular accident, it shall be the company’s responsibility to completely clean the scene of all oil, radiator fluid (including absorbent material), and any other vehicular debris or fluid resulting from the accident.
Bidders are required to provide all documentation necessary, as part of their bid, to show compliance with UDOT Rule R909-19-8. Certification. A Required Documents attachment has been provided to aid bidders in submitting all required documentation. Failure to submit all required documentation may result in your bid being deemed non-responsive.
Periodic Closings The solicitation may be periodically closed for a brief review of submissions. During temporary closure, bids/questions will be unable to be submitted. Public notice will be made the business day prior to closing. It is anticipated the closings should be very brief and be made available within the same day. Announcements will be made via the Bonfire portal for both closures and once the solicitation is once again available for submissions/questions.
