Sliding Gate Safety Deficiencies Remediation

The U.S. Embassy Tokyo is seeking a firm-fixed-price contract for the remediation of sliding gate safety deficiencies at the U.S. Consulate General in Naha, Okinawa, Japan, under solicitation number 19JA5126Q0367. The scope of work involves installing and integrating a sliding gate system with infrared sensors, safety edge switches, and control components in strict compliance with Japanese electrical codes, UL 325, ASTM F2200, Department of State standards, and other applicable safety and environmental regulations. The contractor must deliver a complete system including product submittals, a detailed work plan and schedule, inspection documentation, and final sign-off by Facility Management and the Regional Security Officer. Work must be completed within 90 calendar days of the Notice to Proceed, with all materials clearly marked for delivery to the U.S. Consulate General Naha at 2-1-1 Toyama, Urasoe, Okinawa 901-2104, Japan. Quotations must be submitted electronically via email to Miyuki Mita at MitaMX@state.gov, not exceeding 15MB per email, and must be confirmed by phone or email after submission. All respondents must be actively registered in the System for Award Management (SAM) prior to award. Award will follow the Lowest Price Technically Acceptable (LPTA) methodology, where technical acceptability and contractor responsibility are gatekeeping criteria assessed first based on proposed work information, past performance, schedule adherence, financial capability, experience, equipment, and regulatory compliance. Only those deemed technically acceptable and responsible will be considered for award, with price being the sole determining factor among eligible offerors. Key requirements include having an English-speaking supervisor on-site at all times, undergoing U.S. Government background checks (with a 30–90 day processing window) to obtain a DOS One Badge, and complying with all host country laws and U.S. Embassy security directives. Contractors must provide indemnification for claims arising from performance and name the Department of State as an additional insured on their liability policy. All work must adhere to EM 385-1-1 safety standards, include a Site Safety and Health Plan approved by the Contracting Officer’s Representative, and require prior approval of Activity Hazard Analyses and Competent Persons for high-risk tasks.
