NOTICE OF PROPOSED PROCUREMENT Smart Lock Radio Frequency Identification (RFID) Systems. The Department of National Defence's (DND) requires the purchase of additional RFID systems and auxiliary components, in order to control and monitor access to its server cabinets within secure facilities. The systems must integrate and be compatible with the Sunbird Power IQ software, currently owned and utilized by DND. Furthermore, the RFID readers must be low frequency (125KHz), HID proximity type card readers, which function with existing DND building passes. The resulting contract will include initial deliverables, and optional deliverables for a period until 31 March 2026. Delivery of the items is within Ottawa, Ontario. Detailed specifications of the required RFID systems and auxiliary components, can be found at Annex “Statement of Requirement” of the attached Solicitation of Offers. Canadian Content: The requirement is subject to a preference for Canadian goods and/or services. Nature of Requirement: Smart lock RFID systems are utilized in order to control and monitor access to server cabinets within secure facilities. The systems interface with Sunbird Power IQ software, which monitors server room power, temperature and access to the specific cabinets. Delivery Date: 31 March 2025 (initial deliverables) Competitive Procurement Strategy: A bid must comply with the requirements of the bid solicitation and meet all mandatory technical evaluation criteria to be declared responsive. The responsive bid with the lowest evaluated price will be recommended for award of a contract. Comprehensive Land Claim Agreement: This procurement is not subject to a Comprehensive Land Claims Agreement. Security Requirements: This contract does not include security requirements.
