Smokey Point Transit Center Expansion (SPTCX) Construction Management Services

Community Transit is seeking a qualified Construction Management Team for the Smokey Point Transit Center Expansion Project in Arlington, Washington. The scope of work includes providing construction management, field inspections, special testing, a document control system, and general support for the development of a 740-square-foot comfort station and breakroom, a 400-square-foot security office, and various site improvements including roadway reconfiguration, pedestrian enhancements, landscaping, and stormwater facilities. The project is expected to begin around February 15, 2027, and will continue through the completion of all project services. This procurement is a Request for Qualifications using a Qualifications Based Selection process in accordance with the Brooks Act or RCW 39.80, leading to a Cost-Plus-Fixed-Fee contract. Selection is based on a weighted scoring system focusing on key personnel qualifications and availability (45 percent), firm qualifications and relevant experience (40 percent), and subconsultant, small business, and equity commitments (15 percent). Price elements are strictly prohibited during the selection of the most qualified vendor. The selected consultant must adhere to strict federal and state mandates, including Buy America requirements, DBE participation per 49 CFR Part 26.11, and prevailing wage compliance. Key deliverables include daily inspection reports, material acceptance logs, and a comprehensive Quality Management Plan. All submissions must be uploaded to the procurement portal by October 20, 2026, at 2:00 pm, consisting of a Statement of Qualifications not exceeding fifteen pages and various required certification forms.
