Issuing Procurement Unit: Snow College Conducting Procurement Unit: Snow College
**Project Description:**
Snow College is issuing this Invitation for Bids (IFB) to establish a contract with a responsive and responsible vendor offering the lowest total cost to (1) remove and properly dispose of the existing air compressor and associated components as required, and (2) furnish, deliver, install, commission, and place into service one (1) Chicago Pneumatic CPBg 25 Rotary Screw Air Compressor, and one (1) Chicago Pneumatic OWS 106 Oil-Water Separator, or approved equivalent, and all associated installation and startup services for Snow College.
The successful vendor shall furnish all labor, supervision, materials, equipment, transportation, rigging, installation, startup, commissioning, testing, training, and all other incidentals necessary to provide a complete and fully operational compressed air system as described in this solicitation.
The removal, transportation, handling, recycling, and/or disposal of the existing compressor and associated components shall be performed in accordance with all applicable federal, state, and local laws, regulations, codes, environmental requirements, and disposal requirements. The successful vendor shall be responsible for all costs and fees associated with the removal and lawful disposal of the existing equipment.
All rigging, lifting, moving, loading, hauling, and other labor and equipment necessary to remove the existing equipment and place the new equipment in its final installed location shall be included in the total bid price.
The intent of this contract is to remove and replace the existing compressed air system with the specified Chicago Pneumatic equipment to improve the reliability, efficiency, and performance of the College's compressed air system while minimizing disruption to campus operations and ensuring compliance with all applicable federal, state, local, and manufacturer installation requirements.
The required equipment consists of one (1) Chicago Pneumatic CPBg 25 Rotary Screw Air Compressor or approved equivalent and one (1) Chicago Pneumatic OWS 106 Oil-Water Separator or approved equivalent, including all associated delivery, installation, commissioning, startup, and training services.
Any proposed equivalent shall meet or exceed the published performance specifications, capacity, electrical requirements, dimensions, warranty, and installation requirements of the specified equipment. Bidders proposing an approved equivalent shall clearly identify the manufacturer and model offered and submit manufacturer specifications and supporting documentation with the bid demonstrating that the proposed equipment meets or exceeds each required specification. Snow College reserves the right to determine whether proposed equipment meets the requirements for an approved equivalent.
Existing Conditions and Connections
The successful vendor shall provide all labor, materials, fittings, connections, modifications, and incidentals necessary to connect the new equipment to the existing electrical service and compressed air system and provide a complete and fully operational installation. Bidders shall be responsible for verifying existing site conditions, dimensions, electrical requirements, equipment access, connection points, and other conditions affecting the work prior to submitting a bid.
The total bid price shall include all costs necessary to complete the removal and installation as specified. Failure by a bidder to identify or account for existing conditions that could reasonably have been identified through site inspection shall not relieve the successful vendor of its responsibility to complete the work for the awarded bid price.
Startup, Commissioning, and Final Acceptance
The successful vendor shall perform all manufacturer-required startup and commissioning procedures and verify that the complete compressed air system is operating properly. Final acceptance shall occur after installation is complete; the equipment has been successfully started, tested, and commissioned; proper operation has been demonstrated to Snow College; required training has been completed; and all operation and maintenance manuals, warranty documentation, startup documentation, and other required closeout materials have been provided to Snow College.
**Scope of Work:**
The successful bidder shall provide all labor, materials, equipment, supervision, transportation, rigging, permits, and incidentals necessary to provide a complete and fully operational compressed air system, including but not limited to the following: • Disconnect, remove, load, transport, and properly dispose of the existing air compressor and associated components as required. • Perform all removal, handling, recycling, and/or disposal activities in accordance with all applicable federal, state, and local laws, regulations, codes, environmental requirements, and disposal requirements. • Provide all rigging, lifting, moving, loading, hauling, and other equipment necessary to remove the existing equipment and place the new equipment in its final installed location. • Furnish and install one (1) Chicago Pneumatic CPBg 25 Rotary Screw Air Compressor or approved equivalent. • Furnish and install one (1) Chicago Pneumatic OWS 106 Oil-Water Separator or approved equivalent. • Provide all labor, materials, fittings, connections, modifications, and incidentals necessary to connect the new equipment to the existing electrical service and compressed air system. • Perform all manufacturer-required startup, testing, and commissioning procedures. • Verify and demonstrate proper operation of the complete system to Snow College. • Train designated Snow College maintenance personnel in the proper operation and routine maintenance of the installed equipment. • Provide all operation and maintenance manuals, manufacturer warranty documentation, startup/commissioning documentation, and other required closeout materials. • Provide all other labor, materials, equipment, and incidentals reasonably necessary for a complete and fully operational installation
**Bid Pricing Requirements:**
The submitted bid MUST include all costs associated with the complete performance of the project. This includes, but is not limited to, all bonds, insurance, equipment, materials, labor, supervision, transportation, freight, delivery, rigging, removal, hauling, disposal, installation, electrical and compressed air connections and modifications, permits, fees, startup, testing, commissioning, training, warranties, and all other costs and incidentals necessary to provide a complete and fully operational system. Any cost, fee, or charge not separately identified in the submitted bid shall be considered included in the total bid price. No additional charges will be accepted after award unless authorized in advance and in writing by Snow College through an approved change order
**Site Verification:**
Bidders are strongly encouraged to visit the project site and become familiar with the existing conditions prior to submitting a bid. Failure to inspect the site shall not relieve the successful bidder of the responsibility to provide all labor, materials, equipment, and incidentals necessary to complete the project as specified. By submitting a bid, the bidder acknowledges that they have either inspected the site or have chosen to waive the opportunity to do so and accepts responsibility for completing the project for the bid price submitted. Basic photographs of the existing compressor, equipment location, and building are included in the Files section of this solicitation for informational purposes. The photographs are provided as a general reference only and are not intended to represent all existing site conditions, dimensions, access limitations, connection requirements, or other conditions that may affect the work. Bidders remain responsible for verifying all conditions necessary to prepare and submit their bid.
**Contract Requirements**
The successful vendor **shall be required to execute Snow College's standard contract agreement prior to the commencement of any work, delivery of equipment, or installation activities.** A sample copy of the Snow College contract is included in the Files section of this bid for review purposes. Submission of a bid constitutes acknowledgment of and willingness to execute the contract if awarded. No work shall begin until the contract has been fully executed by both parties and all required insurance documentation has been received and approved by Snow College.
**Insurance Requirements**
• Commercial General Liability (CGL) • $1,000,000 each occurrence • $3,000,000 general aggregate A Certificate of Insurance evidencing the required coverage MUST be provided to Snow College **prior to the commencement of any work.** Snow College shall be named as an Additional Insured on applicable liability policies.
**Subcontractors and Bonding**
The College requires a payment if subcontractors are used and performance bond for the amount of the bid, if vendor requires any type or form of prepayment terms, (if it is over $5,000), or the amount of the project is over $100,000. The purchase of the bond is the vendor’s responsibility. Bond(s) must be issued by a B+ or better rated company, by AM Best rated Surety Company, and/or listed on the treasury listing.
**Delivery Requirements:**
Delivery shall be FOB Destination to Snow College, Utah. All shipping, handling, freight, delivery, installation, startup, and related charges shall be included in the bid price
**Warranty:**
Vendor shall provide manufacturer warranty documentation and identify any workmanship warranty provided for installation. Installation workmanship shall be warranted for a minimum of one (1) year from the date of final acceptance by Snow College.
*Evaluation and Award of Bids:**
Award will be made to the lowest responsive and responsible bidder whose bid meets the requirements and specifications of this solicitation. Snow College will evaluate bids based on the total bid price, compliance with the specifications and requirements of this solicitation, proposed equipment, required documentation, and bidder responsibility.
Proposed equivalent equipment will be evaluated to determine whether it meets or exceeds the requirements of the specified equipment. Snow College reserves the right to determine whether proposed equipment qualifies as an approved equivalent.
Multiple or alternate bids will not be accepted. If multiple or alternate bids are submitted, only the bidder's primary bid will be considered.
Snow College reserves the right to reject any bid that does not comply with the requirements of this solicitation and to waive minor informalities or irregularities as permitted by applicable procurement requirements.
Multiple or alternate quotes will not be accepted. If a vendor submits multiple or alternate quotes, Snow College will only accept the bidder's primary bid and will not accept any other bids constituting multiple or alternate bids.
Snow College Purchasing may solicit other quotes via email, phone, or other methods as permitted by the Utah Procurement Code or applicable Administrative Rules.
