Snow Removal and De-icing Services

Natural Resources Canada is soliciting proposals for snow removal and de-icing services at the Geological Survey of Canada in Calgary, Alberta, with a contract term beginning upon award and ending August 31, 2027, and an option to extend for up to two additional one-year periods. The contractor is responsible for providing all labor, equipment, and materials to perform regular snow and ice removal, de-icing, and gravel traction services, ensuring no damage to infrastructure such as sidewalks, curbs, and landscaping, and promptly repairing any damage caused. Work must commence upon a minimum snow accumulation of one inch and require the use of environmentally friendly de-icing products and non-damaging equipment, with leaf blowers and hazardous tools strictly prohibited. The scope of work includes scheduled services for five core winter months, with additional on-demand services for sidewalk clearing and extended months, all detailed in Annex A, while payment structure and evaluation criteria are defined in Annexes B and Appendix 1 respectively. All proposals will be assessed on a lowest price technically acceptable basis, with mandatory pass/fail technical criteria focused on proven experience—specifically three similar snow removal contracts completed between January 1, 2020, and the bid deadline, and a team leader with a minimum of 36 consecutive months of continuous snow removal experience during the same period. Offerors must submit certification of compliance with Canadian procurement integrity rules, including declarations of no suspension or ineligibility, and disclose any involvement of former public servants who may have contributed to the solicitation. Insurance coverage must be provided within ten business days of award, and contractors must maintain records for seven years post-payment and grant access for audit. Invoices are to be submitted electronically to a specified email address, and while no funding codes or payment office details are provided, contractors must include required financial identifiers. The site of performance is fixed at 3303 33 St NW, Calgary, and the contractor must hold a Canadian business location. No Unique Entity ID or CAGE Code is required, but Indigenous business certification is recognized. Contractors are subject to strict conflict of interest restrictions, anti-bribery and anti-forced labor requirements, federal employment equity obligations, and full accountability for equipment security and site safety under the Occupational Health and Safety Act. Failure to meet any single mandatory requirement results in disqualification, and all work is subject to inspection and acceptance solely by the Government of Canada.
