Notice of Proposed Procurement For Snow Removal Services, St Anthony, NLSnow Removal Services, St Anthony, NL:This requirement is for Fisheries and Oceans Canada.BACKGROUND:OBJECTIVES OF THE REQUIREMENTThe Canadian Coast Guard (CCG) requires an experienced Snow removal Services contractor to providesnow removal and ice control at:Department of Fisheries & OceansE & I and SAR Building72 West StreetSt. Anthony, NLA0K 4S0Tasks include Remove snow and Ice, Supply and spread salt, or a mixture of sand and salt to prevent slippery conditions on all driveways, parking areas, trucking/loading zones, main entrances including all sidewalks, entrances and exits. All Pathways and areas around the fire hydrants must be kept clear and accessible. Snow clearing should be completed twice a day before 7:30 am and again on or before 3:30 pm during snow eventsSnow Clearing operations will commence when 50mm of snow has accumulated, When drifting necessitates such action and/or when deemed necessary by the departmental Representative. The equipment to be used will be either a front end loaded, backhoe or truck with adequate size plow to properly clear the surface required.De-icing and salting operations shall be provided as required or when condition are deemed necessary by the departmental representative.Provide regular inspections of the premise to ensure that snow and de-icing activities are undertaken in a timely manner and to prevent the formation of hazardous snow or ice conditions.The snow may have to be trucked away and dumped in an approved location, under the direction of the departmental representative. The contractor must also obtain approval from the local municipality as to the location for dumping snow.Heavy equipment that would cause damage to metal grills shall not be used for clearing snow.Partial Ice control is the control of all ice and slippery areas on all but a flood coat conditions.Provide and install markers to identify the location of the curbs, planters, fire hydrants, valve boxes catch basins, storm sewers, manhole, etc. to prevent damage and maintain each in an accessible and workable condition.The contractor must provide Snow clearing use of heavy equipment (backhoe or front end loader complete with bucket will be measured by the hour.Snow clearing using a truck complete with plow will be measured by the hourSnow removal form the site using a loaded/bucket and tandem axle truck will be measured by the hour.Spreading of a mixture of salt/sand or salt by mechanical spreader based on per hour usage as per section 1.3.1. use of a piece of equipment for both spreading of sand/salt and snow clearing will be paid at the cost of the snow clearing equipment only.Cost of salt and salt Sand supply & delivery to site will be measured by the tonneManual shoveling of all entrances and building exits (minimum 2 meter width clearance) etc. as per section 1.3.1 will be measured by the hour. as detailed in item 5.0 Equipment Specifications of the statement of work. SECURITY REQUIREMENTS:There is no security requirement associated with this bid solicitationPERIOD OF CONTRACT:The period of contract shall be from date of award to December 31, 2023.
